22. Request by Councilmember Robinson and Councilmember Joyce to direct staff to develop a\nprogram to offer four permits to storefront cannabis sales in the City of Oceanside. All current\nregulations to remain the same with the exception of on-site sales and newly generated tax\nrevenue.\nTo apply for a permit, an organization would need to meet agreed upon minimum standards for\nviability and safety. The newly generated tax revenue would be directed exclusively for youth\ndevelopment programs including, but not limited to, community resource center programming,\nparks and recreation scholarships for at-promise youth, job training, improvements to parks in low-\nincome neighborhoods, gang prevention programming, research-based drug use prevention\nprograms, etc.
