E. APPROVAL OF AFFILIATION AGREEMENT FOR PARAMEDIC TRAINING\nWITH THE REGENTS OF THE UNIVERSITY OF CALIFORNIA ON BEHALF OF\nTHE\nUNIVERSITY\nOF\nCALIFORNIA,\nLOS\nANGELES\nCENTER\nFOR\nPREHOSPITAL CARE\nSince 2023, The San Gabriel Fire Department has hired Firefighter-Emergency\nMedical Technicians (EMT) and utilized the Los Angeles County Paramedic\nTraining Institute (PTI) to upgrade EMT level staff to Paramedics. Due to budget\nand staffing challenges, PTI has been unable to offer the Fire Department\nenough positions to train our personnel. The University of California, Los\nAngeles (UCLA) Center for Prehospital Care operates accredited training\nprograms for Emergency Medical Technicians (EMTs) and Paramedics. These\nprograms require participants to complete classroom training followed by\nclinical and field internship experiences in accordance with National Registry of\nEmergency Medical Technicians, the State of California Emergency Medical\nServices Authority and the Los Angeles County Emergency Medical Service\nAgency requirements.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve the Affiliation Agreement\nbetween the City of San Gabriel and the UCLA Center for Prehospital Care to\nprovide paramedic field internship training for San Gabriel Fire Department\npersonnel, and authorize the Fire Chief to execute the agreement.
