CASH AND INVESTMENT REPORT – MARCH 2026\nIn accordance with the City of San Gabriel’s 2025-2026 Adopted Investment\nPolicy (Resolution No. 25-25) and California Government Code Section 53646,\nthe Finance Director is to render an investment report to the City Council, City\nTreasurer, City Manager, and the City Attorney. The Cash and Investment\nReport is presented to receive and file in accordance with the City’s adopted\n2025-2026 Investment Policy.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council receive and file the Cash and\nInvestment Report for March 2026.

ADOPT RESOLUTION NO. 26-10 – AUTHORIZING THE SUBMITTAL OF\nAPPLICATIONS FOR ALL GRANT PROGRAMS ADMINISTERED BY THE\nCALIFORNIA DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY\nFOR WHICH THE CITY OF SAN GABRIEL IS ELIGIBLE\nThe California Department of Resources Recycling and Recovery administers\nprograms that provide local government agencies with potential funding\nopportunities to support a variety of activities intended to help California reach\nits climate change-related goals.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Adopt Resolution No. 26-10 authorizing the submittal of applications for all\ngrant programs administered by the California Department of Resources\nRecycling and Recovery for which the City of San Gabriel is eligible; and\n2. Authorize the City Manager or Public Works Director to execute all related\ngrant documents.

E. APPROVAL OF AFFILIATION AGREEMENT FOR PARAMEDIC TRAINING\nWITH THE REGENTS OF THE UNIVERSITY OF CALIFORNIA ON BEHALF OF\nTHE\nUNIVERSITY\nOF\nCALIFORNIA,\nLOS\nANGELES\nCENTER\nFOR\nPREHOSPITAL CARE\nSince 2023, The San Gabriel Fire Department has hired Firefighter-Emergency\nMedical Technicians (EMT) and utilized the Los Angeles County Paramedic\nTraining Institute (PTI) to upgrade EMT level staff to Paramedics. Due to budget\nand staffing challenges, PTI has been unable to offer the Fire Department\nenough positions to train our personnel. The University of California, Los\nAngeles (UCLA) Center for Prehospital Care operates accredited training\nprograms for Emergency Medical Technicians (EMTs) and Paramedics. These\nprograms require participants to complete classroom training followed by\nclinical and field internship experiences in accordance with National Registry of\nEmergency Medical Technicians, the State of California Emergency Medical\nServices Authority and the Los Angeles County Emergency Medical Service\nAgency requirements.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve the Affiliation Agreement\nbetween the City of San Gabriel and the UCLA Center for Prehospital Care to\nprovide paramedic field internship training for San Gabriel Fire Department\npersonnel, and authorize the Fire Chief to execute the agreement.

THEATRE RENTAL FEE WAIVER REQUEST BY OLYMPIA PHILHARMONIC\nSOCIETY\nOlympia Philharmonic Society is planning a youth orchestra concert at the\nMission Playhouse on June 7, 2026, and submitted a letter requesting a fee\nwaiver from the City on April 6, 2026. They are requesting that the total fee be\nreduced from $6,618.50 to $3,453.50. The event will be presented to the\ncommunity at no charge for admission.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve a waiver of the San Gabriel\nMission Playhouse facility rental fee only, in the amount of $2,150, for the\nOlympia Philharmonic Society’s performance day on June 7, 2026.

A. ORDINANCES NO. 728 AND NO. 729 AMENDING TO UPDATE THE SAN\nGABRIEL MUNICIPAL CODE RELATING TO NEW STATE LAW FOR URBAN\nDWELLING UNITS (ZTA25-001), ACCESSORY DWELLING UNITS AND\nJUNIOR ACCESSORY DWELLING UNITS (ZTA26-001) – INTRODUCTION\nAND FIRST READING\nThe California Legislature adopted Senate Bills 450, 544, and 1211 and\nAssembly Bills 130, 462, and 1154 in 2024 and 2025, amending existing State\nlaw pertaining to Urban Dwelling Units, Accessory Dwelling Units, and Junior\nAccessory Dwelling Units. Draft ordinances were provided to the Planning\nCommission for consideration and recommendation on July 14, 2025 and\nFebruary 9, 2026. Following discussion, the Planning Commission\nrecommended approval to the City Council of the proposed Zone Text\nAmendments 25-001 and 26-001 for Ordinances No. 728 and No. 729.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendments were reviewed for compliance with the California Environmental\nQuality Act (CEQA). Pursuant to Section 15061(b)(3) of the CEQA Guidelines, the\namendment to a Zoning Ordinance is not considered a project as defined in\nSection 15378 and can be seen with certainty that it will not have a significant\neffect on the environment. The proposed amendment to the Zoning Ordinance\nqualifies for this CEQA exemption as there is no possibility that the ordinance will\nhave a significant effect on the environment as it amends the City’s Municipal\nCode to demonstrate compliance with State Accessory Dwelling Units Law.\nRecommended Action:\nStaff recommends that the City Council:\n1. Conduct the public hearing and discuss the proposed Ordinances No. 728\nand No. 729.\n2. Waive full reading and introduce Ordinances No. 728 and 729 by title only:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN GABRIEL,\nCALIFORNIA, AMENDING CHAPTER 153 (ZONING CODE) OF THE SAN\nGABRIEL MUNICIPAL CODE RELATING TO HOUSING DEVELOPMENT IN\nRESIDENTIAL ZONES\nand\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN GABRIEL,\nCALIFORNIA, AMENDING CHAPTER 153 (ZONING CODE) OF THE SAN\nGABRIEL MUNICIPAL CODE RELATING TO ACCESSORY DWELLING\nUNITS AND JUNIOR ACCESSORY DWELLING UNITS\n3. Waive future reading of the Ordinances and schedule the second reading\nand adoption of the Ordinances for the next regular City Council meeting.\nThe Ordinances would then become effective 30 days after the adoption.
