11. Del Mar and Solana Beach Joint Fire Management Structure, Staffing and\nCost Sharing\nRecommended Action: Staff recommends that the City Council:\n1) Approve a preliminary joint Fire Management organizational structure\n(Attachment A) for Del Mar and Solana Beach;\n2) Adopt a Resolution (Attachment B) amending the Fire Employee Compensation\nPlan to add a Fire Prevention Specialist position, adjust Battalion Chief and\nAdministrative Battalion Chief compensation to align with the City of Solana\nBeach, and authorize a Fire Marshal, a Fire Prevention Specialist, and up to one\nBattalion Chief, contingent on the outcome of an upcoming promotional\nrecruitment;\n3) Approve the Second Amendment to the Interim Cost Sharing Agreement with the\nCity of Solana Beach (Attachment C) to add cost sharing for fire positions\nidentified in this report and authorize the City Manager to negotiate and execute\nthe final amendment; and\n4) Approve a related Fiscal Year (FY) 2025-2026 budget adjustment as described in\nthe Fiscal Impact Section of this report.\nReference: Clerk’s File No. 1101-8
