17.\nStaff recommends that the City Council approvew the\nestablishment and implementation of the Homeless\nEvaluation, Assistance & Resource Team (HEART) as a\nCity-led Multi-Disciplinary Outreach Team (MDOT) to\nsupport housing-focused street outreach and coordinated\nengagement with individuals experiencing unsheltered\nhomelessness; appropriate $200,000 from Measure X\nreserves to fund Phase I startup costs and partial-year\nstaffing for the HEART program from the date of Council\napproval through June 30, 2026; approve three new\nposition classifications; approve the addition of three new\nfull-time provisional positions - one Homeless Outreach\nCoordinator, one Homeless Outreach Specialist, and one\nHomeless Outreach Assistant; and authorize the City\nManager or designee to proceed with recruitment,\nclassification\nplacement, hiring,\nand program\nimplementation consistent with City policies and Human\nResources procedures.\n26-1432\nCity Council:\nA) Report by Tameka Tates, Homeless Service Manager\nB) Discussion\nC) Recommendation - approve program
