5.\nApprove a Contract Extension for Business License Administration Retroactive to\nApril 26, 2026\nPrepared by: Stephanie Sikkema, Director of Finance and Administrative Services\nRecommendation:\n1. Approve a contract extension with Hinderliter De Llamas and Associates (HdL),\nretroactive to April 26, 2026, to provide business license registration, renewal, and\ncompliance services for an amount not exceed six-hundred and fifty thousand dollars\n($650,000), excluding fees for performing "compliance services" which shall be\ncompensated based on a contingency fee.\n2. Authorize HdL to initiate discovery, collection, and audit services as provided in the\ncontract under Compliance Services.
