23. ADOPTION OF THE 2023 STRATEGIC PLAN – F2M23-35, M2M23-65\nThe City Council, City Manager, Department Heads and Facilitator William Kelly of Kelly\nAssociates Management Group held a Special Council Meeting for a Strategic Planning\nSession on March 30, 2023 to update the City’s current Strategic Plan (adopted in 2021).\nFollowing the meeting, staff met to review the Council’s goals and objectives and discuss\nstrategy and status of the new and updated strategic plan ideas with detailed goals and\nmetrics to guide staff. On April 17, 2023, the City Council held a second special Council\nmeeting to review all of the items on the updated 2023 Strategic Plan. The new Strategic\nPlan contains six Goals, defined: Goal 1: Enhance Public Safety; Goal 2: Improve\nInfrastructure and Mobility; Goal 3: Create a Strong Financial Base and Strong Economic\nBase (Economic Development); Goal 4: Enhance Transparency and Open Governance;\nGoal 5: Promote Sustainability; and, Goal 6: Improve Housing Opportunities. Staff will\nbring updates on the 2023 Strategic Plan to the Council on a quarterly basis.\nRecommended Action: City Council adopt the 2023 Strategic Plan and direct staff\nto undertake the steps necessary to finalize the Council’s action.
