12. NOTICE INVITING BIDS: FRONT STREET WATER MAIN REPLACEMENT AND ZONE\nCHANGE - PHASE 1 – F2M19-20, N2M23-45\nCurrently, Mission Road is the dividing line between the South Zone and North Zone - the\ntwo major pressure zones in the City. The break in pressure zones exists because of the\ntopography of the City. With the pressure zone break at its current location, residents along\nFront Street experience low water pressure. Hydraulic testing conducted in the area of\nFront Street between Marengo and Atlantic have shown that moving the zone break south\nto Shorb Street and replacing the existing four-inch cast iron water mains in this area\nwould significantly increase the water pressure and fire flow capability in the area. The\nproject involves construction in three phases, sequentially over the next three years with\none section of the project occurring each year. This project is Phase 1 which will be on\nFront Street from Atlantic Boulevard to Olive Avenue.\nRecommended Action: City Council approve the distribution of a Notice Inviting Bids\nto qualified contractors for the Front Street Water Main Replacement and Zone Change -\nPhase 1 with bids due no later than 10:30 a.m. on May 25, 2023 and opened at 11:00 a.m.\nthat same day.

13. NOTICE INVITING BIDS: REHABLITATION OF THE STORM DRAIN ON MONTEZUMA\nAVENUE – F2M23-40, N2M23-46\n6\n4-24-23\nThe City of Alhambra Utilities Department is responsible for inspection, maintenance and\nrepair of the storm drain system in the public right-of-way and in drainage easements. The\nstorm drain pipe at Montezuma Avenue, located from 2801 Montezuma Avenue to\nRamona Avenue, has been broken and needs to be repaired to handle normal water flow\nbefore flooding occurs. Due to the pipe passing through many private properties, the pipe\nlining method is a preferable way to repair the pipe. This storm drain pipe is 36-inch in\ndiameter and approximately 350 feet in length. Plans and specifications have been\nprepared; staff has reviewed the plans and found them to be consistent with City\nstandards.\nRecommended Action: City Council approve the distribution of a Notice Inviting Bids\nto qualified contractors for the Rehabilitation of the Storm Drain on Montezuma Avenue\nProject with bids due no later than 10:30 a.m. on May 18, 2023, and opened at 11:00 a.m.\nthat same day.

To ensure receipt of state and federal funding for these projects, the City\nCouncil must adopt a resolution designating the City Manager as the authorized official to\nexecute documents and agreements for projects funded through Caltrans. Additionally,\nfrom time to time, the City submits grant applications for state or federally funded\nprograms. The City has been awarded state or federally funded grants for Capital\nImprovements Projects, which are managed by the Public Works Department. The state\nor federally funded grants, administered by Caltrans, require submittals from the City at\nthe time of submission of the grant application, at the acceptance of the grant, during the\ngrant project implementation, and/or following the grant project completion. 16. RESOLUTION APPROVING A THIRD SIDE LETTER OF AGREEMENT WITH THE\nALHAMBRA MANAGEMENT EMPLOYEES’ ASSOCIATION FOR A POSITION TITLE\nCHANGE – F2M23-2, C2M17-70, R2M23-24\nFollowing the resignation of an employee in November 2022, City staff conducted two\nrecruitments, each time attempting to fill a vacancy in the Marketing and Community\nEngagement Specialist position. Both recruitments failed to produce viable and qualified\ncandidates to fill the position. Following the failed recruitments, staff researched\ncomparable positions within the field and discovered similar positions to possess “Public\nInformation” and/or “Communications” within their titles. Therefore, in order to bring the\nposition title in line with industry standards, a title change from Marketing and Community\nEngagement Specialist to Public Information Specialist was proposed to the Alhambra\nManagement Employees’ Association (AMEA). The City and AMEA have conferred and\nreached agreement regarding amending the existing MOU and class specification from\nMarketing and Community Engagement Specialist to Public Information Specialist.\nAdoption of a resolution approving the third Side Letter Agreement is necessary to\nmemorialize the change.\nRecommended Action: City Council adopt Resolution No. R2M23-24 entitled: A\nResolution of the Alhambra City Council approving a Third Side Letter to the Memorandum\nof Understanding between the City of Alhambra and the Alhambra Management\nEmployees’ Association to memorialize AMEA’s agreement to change the title of the\nclassification of Marketing and Community Engagement Specialist to Public Information\nSpecialist in the existing Memorandum of Understanding and to the class specification.

17. RESOLUTION DECLARING CITY’S INTENTION TO DISPOSE OF REAL PROPERTY\nAND SETTING THE DATE FOR A PUBLIC HEARING TO CONSIDER THE\nDISPOSITION OF PROPERTY ADJACENT TO STORY PARK – F2M21-22, R2M23-23\nIn January 2021, the City received a complaint from a neighbor regarding leaves falling\nfrom an oak tree from a vacant, adjacent property creating a hazard on Story Place. Staff\ninvestigated the matter and determined the property in question was part of Story Park.\nThe investigation also revealed the land was landlocked and only accessible through the\nsix adjacent residential properties. Given the location and status of this landlocked,\nunimproved and publicly inaccessible property, staff believes the property is more properly\nreconfigured to be part of the adjacent residential properties. This will eliminate\nmaintenance and liability issues for the City. In April 2022, the City Council directed staff\nto move forward to dispose of the property. Pursuant to California Government Code\n§38503, before the disposition of such property, the City Council is required to adopt a\nResolution of Intention describing the proposed abandonment of property and to fix a time,\n8\n4-24-23\nat least thirty days after adoption of the Resolution of Intention, when it will consider and\ntake action to order all or any portion of the park abandoned and the land sold or otherwise\ntransferred. This public hearing is scheduled for June 26, 2023. The Lot Line Adjustment,\nGeneral Plan Amendment, and Zone Change applications, along with a Resolution\ndeclaring the Property to be exempt surplus under provisions of California Government\nCode §54220, et seq. (the “Surplus Land Act”), will also be presented to the City Council\non that date.\nRecommended Action: City Council adopt Resolution No. R2M23-23 entitled: A\nResolution of the City Council of the City of Alhambra, California, declaring its intention to\ndispose of real property and setting the date for a meeting to consider the disposition of\nproperty declaring the City’s intention to dispose of the unimproved real property\napproximately 12,937 square feet in size that is part of Story Park (APN 5337-002-900)\nbut is separated from the improved portion of Story Park by a concrete channel known as\nthe San Pascual Wash, and set a Public Hearing date of June 26, 2023 at 6:00 p.m., or\nas soon thereafter as the matter may be heard, to consider and take action to order that\nlandlocked, inaccessible and unimproved portion of the park abandoned and the land\ntransferred.

18. AUTHORIZATION TO ENTER INTO A COOPERATIVE AGREEMENT WITH\nCALTRANS FOR THE 710 STUB IMPROVEMENTS INTO A FOUR-LANE ARTERIAL\nAND APPROPRIATION OF FUNDS – F2M19-32, C2M23-28, M2M23-60\nOn March 13, 2023, the City Council authorized a Cooperative Agreement with Caltrans\nfor the Fremont Ramp and Interchange Improvements as part of the “Advancing\nAlhambra” project to improve local roads and safety for residents and reduce traffic and\ncongestion in Alhambra. Alhambra’s traffic studies in 2020 and scoping in 2021 identified\nspecific locations for mobility improvement consideration including the on/off ramps at\nFremont, Atlantic, Garfield and the conversion of the 710 Stub at Valley into a four-lane\narterial. The improvements are anticipated to keep motorists on the I-10 rather than\nencourage repeat cut through via Alhambra’s streets and neighborhoods. Since traffic will\nbe more efficient with less congestion, the improvements will aid in reducing idling and\nimproving air quality in Alhambra. This Cooperative Agreement is specifically for those\nimprovements along the 710 Stub at Valley. The project reduces the Stub from a six-lane\nfreeway corridor to a four-lane local arterial. Featured with the new arterial are biking\nlanes, a pedestrian walkway, lighting, parkways with trees and landscape, and stormwater\npre-treatment elements including water capture and reuse elements.\nRecommended Action: City Council authorize entering into a Cooperative\nAgreement, subject to review and approval by the City Manager and the City Attorney, by\nand between the City of Alhambra and the California Department of Transportation\n(Caltrans) for the Project Initiation Document (PID) for the 710 Stub Improvements Into a\nFour-Lane Arterial; approve an appropriation of funds in the amount of $200,000 for\nCaltrans’ review of the project; and, direct staff to undertake the steps necessary to finalize\nthe Council’s actions.
