16. RESOLUTION APPROVING A THIRD SIDE LETTER OF AGREEMENT WITH THE\nALHAMBRA MANAGEMENT EMPLOYEES’ ASSOCIATION FOR A POSITION TITLE\nCHANGE – F2M23-2, C2M17-70, R2M23-24\nFollowing the resignation of an employee in November 2022, City staff conducted two\nrecruitments, each time attempting to fill a vacancy in the Marketing and Community\nEngagement Specialist position. Both recruitments failed to produce viable and qualified\ncandidates to fill the position. Following the failed recruitments, staff researched\ncomparable positions within the field and discovered similar positions to possess “Public\nInformation” and/or “Communications” within their titles. Therefore, in order to bring the\nposition title in line with industry standards, a title change from Marketing and Community\nEngagement Specialist to Public Information Specialist was proposed to the Alhambra\nManagement Employees’ Association (AMEA). The City and AMEA have conferred and\nreached agreement regarding amending the existing MOU and class specification from\nMarketing and Community Engagement Specialist to Public Information Specialist.\nAdoption of a resolution approving the third Side Letter Agreement is necessary to\nmemorialize the change.\nRecommended Action: City Council adopt Resolution No. R2M23-24 entitled: A\nResolution of the Alhambra City Council approving a Third Side Letter to the Memorandum\nof Understanding between the City of Alhambra and the Alhambra Management\nEmployees’ Association to memorialize AMEA’s agreement to change the title of the\nclassification of Marketing and Community Engagement Specialist to Public Information\nSpecialist in the existing Memorandum of Understanding and to the class specification.
