22. AWARD CONTRACT: PURCHASE OF A PUMPPOD USA MOBILE DRAFTS UNIT –\nF2M23-6B, C2M23-22, M2M23-63\nStaff is recommending the purchase of a Direct Recirculating Apparatus Firefighting\nTraining & Sustainability (DRAFTS) unit from PumpPod USA. The mobile DRAFTS unit\nemploys recycled water versus tapping hydrant water for each evolution. The system\nutilizes a catch trailer for a firefighter or an apparatus to direct water flow into a recycling\nchamber. The water is recycled, reused, and stored after each training. The unit with the\nportable hydrant allows the Department to train firefighters with full flowing water. In\naddition, the Engine Companies can train without having to call “Out of Service” thus\nsignificantly increasing the hours of training but reducing time and costs related to these\nexercises. The Fire Department was awarded a grant in the amount of $203,000.00 for\nUrban Search and Rescue (US & R) equipment, supplies, and training from the State\nHomeland Security Grant Program. The purchase of the unit will be covered by this grant.\nPursuant to Alhambra Municipal Code 3.36.080 (B)(2), the purchase method may be\ndispensed when the equipment can only be obtained from one source (sole source).\nRecommended Action: City Council award a contract, subject to final language\napproval by the City Manager and City Attorney, to Think Pod Inc., dba PumpPod USA,\nfor the purchase of a Direct Recirculating Apparatus Firefighting Training & Sustainability\n(DRAFTS) unit, in an amount not to exceed $119,064.31; and, direct staff to undertake\nthe steps necessary to finalize the Council’s action.
