5. APPROPRIATE FUNDS TO EXECUTE THE CONSTRUCTION OF THE ALHAMBRA\nCOMMUNITY CENTER THROUGH A SPECIFIED GRANT FUNDED BY THE\nCALIFORNIA BUDGET ACT OF 2022 AND ADMINISTERED THROUGH CALIFORNIA\nSTATE PARKS – F2M18-54, F2M22-65, M2M23-62\nOn March 27, 2023, Resolution No. R2M23-15 was approved and passed by the City\nCouncil authorizing the application and receipt of grant funds for the construction of a new\ncommunity center pursuant to policies and procedures for local assistance specified\ngrants. On April 17, 2023, staff received the grant contract for the project and the City\nManager signed the agreement as designated by Resolution No. R2M23-15. In order to\nproceed with the development of this important community project, staff is requesting the\nCity Council appropriate grant revenue and expenditure funds in the 2022-2023 Fiscal\nYear Budget. In addition, as with other community projects of this magnitude and\ncomplexity, staff is recommending one and/or two Councilmembers provide support to the\nCity’s consultant selection and project monitoring process. In this regard, Council\ninvolvement will provide valuable opportunity to successfully guide the project toward\ncompletion and in alignment with the Council’s expectations and provide opportunity to\nreport regular updates to the entire Council.\nRecommended Action: City Council appropriate revenue and expenditure funds for\nthe Specified Grant from the Budget Act of 2022, AB179, Chapter 249, Control Section\n19.56, Item 3790-101-0001(k) Other Community Services, in the amount of $25,000,000;\nrecommend one and/or two Councilmembers as a Sub-Committee; and, direct staff to\nundertake the steps necessary to finalize Council’s action.
