A. Public Hearing and Approval of the Proposed 2026-27 Annual Action Plan Allocating Federal\nCommunity Development Block (CDBG) and HOME Investment Partnerships Act Program (HOME)\nFunds\nRecommended Action\nStaff recommends that the City Council:\n1. Adopt a finding of no possibility of significant effect pursuant to Section 15061(b)(3)\n(Common Sense Exemption) of the California Environmental Quality Act (CEQA)\nGuidelines;\n2. Hold a public hearing to receive input on the Proposed 2026-27 Annual Action Plan for\nCommunity Development Block Grant (CDBG) and Home Investment Partnerships Act\n(HOME) funds (Attachment A);\n3. Approve the Proposed 2026-27 Annual Action Plan; and\n4. Authorize the City Manager to submit all necessary documents required to receive the\nCity’s annual allocation of CDBG and HOME entitlement funds to the U.S. Department of\nHousing and Urban Development (HUD).\nStaff Report Printout\na.
