B.9.\nAUTHORIZATION TO COMPLETE THE NATIONAL ENVIRONMENTAL\nPOLICY ACT (NEPA) PROCESS FOR THE LOG CABIN PROJECT [H.\nCOLLINS, P. TICUN]:\nSUBJECT: The City Council will consider authorizing staff to conduct the\nrequired environmental review under NEPA and the U.S. Department of\nHousing and Urban Development (HUD) regulations (24 CFR Part 58),\nincluding all necessary analysis, consultation, and documentation to\nobtain HUD approval for use of federal funds.\nRECOMMENDATIONS: 1) Authorize the initiation and completion of the\nenvironmental review process for the Log Cabin Project in accordance\nwith the National Environmental Policy Act (NEPA) and HUD regulations\nat 24 CFR Part 58; 2) Affirm the City of West Hollywood as the\nResponsible Entity for purposes of environmental compliance under\nFederal law; 3) Designate the City Manager, or designee, as the Certifying\nOfficer, responsible for overseeing environmental compliance and\nexecuting all required certifications; 4) Authorize Staff to conduct all\nrequired\nenvironmental\nstudies,\nconsultation,\nand\ndocumentation,\nincluding but not limited to: Section 106 consultation under the National\nHistoric Preservation Act; Tribal consultation pursuant to Federal and\nState requirements; Preparation of the Environmental Review Record\n(ERR);\nand\nCompletion\nof\ntechnical\nanalyses\nand\nsupporting\ndocumentation; and 5) Authorize Staff to return to the City Council for final\nenvironmental clearance approval, including authorization to publish a\nNotice of Intent to Request Release of Funds (NOI/RROF), upon\ncompletion of the environmental review process.
