FUHRER]:\nSUBJECT: The City Council will consider approving a Public-Private\nPartnership Agreement for curbside electric vehicle charging and\ninteractive kiosks with IKE Smart City, LLC for the deployment, operation,\nand maintenance of curbside electric vehicle charging stations and\ninteractive kiosks throughout West Hollywood.\nRECOMMENDATIONS: 1) Receive an update on a proposed Public-\nPrivate Partnership Agreement with IKE Smart City, LLC, to provide\ndeployment, operation, and maintenance of curbside electric vehicle\ncharging stations and interactive kiosks throughout the City of West\nHollywood; 2) Authorize the City Manager to negotiate and execute the\nAgreement with IKE Smart City, LLC.; and 3) Authorize the City Manager,\nor designee, to execute all documents incident to the Agreement.

GILMOUR]:\nSUBJECT: The City Council will consider accepting an easement and\nright of way for street and sidewalk purposes along the West Knoll Drive\nfrontage of the 682 West Knoll, LLC development project located at 862\nWest Knoll Drive. B.8.\nCONSIDERATION OF MODIFYING BUS PASS SUBSIDY PROGRAM\n[H. COLLINS, T. FUHRER, B. THORNTON]:\nSUBJECT: The City Council will consider a Staff proposal to streamline\nthe Bus Pass Subsidy Program by updating participation requirements\nand service delivery processes. The proposed changes are intended to\nimprove the customer experience for participants while increasing\nprogram efficiency.\nRECOMMENDATIONS: 1) Direct Staff to require that participants\ncomplete the Metro’s GO TAP Program Participation Waiver as a\ncondition of participation in the City’s Bus Pass Subsidy Program; 2)\nDirect Staff to distribute consolidated application packets for both the\nMetro discounted TAP card program (Seniors/Persons with Disabilities)\nand\nthe\nWest\nHollywood\nBus\nPass\nSubsidy\nProgram\n(Older\nAdults/Persons with Disabilities) at City facilities and partner locations; and\n3) Direct Staff to streamline program onboarding and establish scheduled\ncounter and phone service hours, alongside targeted outreach to eligible\nparticipants, for program support.

B.9.\nAUTHORIZATION TO COMPLETE THE NATIONAL ENVIRONMENTAL\nPOLICY ACT (NEPA) PROCESS FOR THE LOG CABIN PROJECT [H.\nCOLLINS, P. TICUN]:\nSUBJECT: The City Council will consider authorizing staff to conduct the\nrequired environmental review under NEPA and the U.S. Department of\nHousing and Urban Development (HUD) regulations (24 CFR Part 58),\nincluding all necessary analysis, consultation, and documentation to\nobtain HUD approval for use of federal funds.\nRECOMMENDATIONS: 1) Authorize the initiation and completion of the\nenvironmental review process for the Log Cabin Project in accordance\nwith the National Environmental Policy Act (NEPA) and HUD regulations\nat 24 CFR Part 58; 2) Affirm the City of West Hollywood as the\nResponsible Entity for purposes of environmental compliance under\nFederal law; 3) Designate the City Manager, or designee, as the Certifying\nOfficer, responsible for overseeing environmental compliance and\nexecuting all required certifications; 4) Authorize Staff to conduct all\nrequired\nenvironmental\nstudies,\nconsultation,\nand\ndocumentation,\nincluding but not limited to: Section 106 consultation under the National\nHistoric Preservation Act; Tribal consultation pursuant to Federal and\nState requirements; Preparation of the Environmental Review Record\n(ERR);\nand\nCompletion\nof\ntechnical\nanalyses\nand\nsupporting\ndocumentation; and 5) Authorize Staff to return to the City Council for final\nenvironmental clearance approval, including authorization to publish a\nNotice of Intent to Request Release of Funds (NOI/RROF), upon\ncompletion of the environmental review process.

E.1.\nWEHO TARGET VISION ZERO SPEED LIMIT UPDATE AND DRAFT\nDASHBOARD [H. COLLINS, T. FUHRER, D. FENN]:\nSUBJECT: The City Council will consider directing Staff to explore\nwhether to opt in to lower speed limits in school zones early and lowering\nthe speed limit on Harratt Street to 20 mph and receive an update on the\ndraft WeHo Target Vision Zero Dashboard in development.\nRECOMMENDATIONS: 1) Direct staff to explore opting into early\nimplementation of AB 382 for lower prima facie speed limits in school\nzones and report back; 2) Authorize Staff to proceed with a new speed\nzone on Harratt Street (between Hammond Street and San Vicente\nBoulevard) reducing the speed limit to 20 mph to go into effect when other\nfuture speed limit changes are made; and 3) Receive and file an update\non the City’s draft WeHo Target Vision Zero Dashboard in development.

E.2.\n2026 CICLAVIA: MEET THE HOLLYWOODS OPEN STREETS EVENT\n[Y. QUARKER, C. SMITH, M. REATH, J. HEREDIA]:\nSUBJECT: The City Council will consider approving a CicLAvia: Meet the\nHollywoods event on Sunday, July 19, 2026. The City Council will also\nconsider authorizing the acceptance of Metro’s Open Streets Grant Cycle\n6 Funds to support the funding of the event, approving street closures\nassociated with the event, and authorizing an Agreement for Services with\nCicLAvia and a Memorandum of Understanding (MOU) with the City of\nLos Angeles related to the event.\nRECOMMENDATIONS: 1) Authorize acceptance of a $500,000 Metro\nOpen Streets Cycle 6 Grant to be shared between the City of West\nHollywood and the City of Los Angeles, for a CicLAvia route which\nincludes West Hollywood, to be held on Sunday, July 19, 2026; 2)\nApprove an Agreement for Services with CicLAvia, in an amount not to\nexceed $200,000 to produce CicLAvia: Meet the Hollywoods on Sunday,\nJuly 19, 2026; 3) Approve the closure of Santa Monica Boulevard between\nLa Brea Avenue and North San Vicente Boulevard on Sunday, July 19,\n2026, from 6:00 a.m. to 6:00 p.m.; 4) Approve the waiver of Special Event\nPermit fees, Encroachment Permit fees, Street Closure fees, Engineering\nfees, and Building and Safety Permit fees associated with the CicLAvia\nevent (estimated at $12,000), as well as potential loss of revenue in\nparking meter and parking lot fees (estimated at $4,700); 5) Approve the\nwaiver of Special Event Permit fees and Encroachment fees for City\nbusinesses activating their storefronts during the CicLAvia event\n(estimated at $20,000 in waived fees); 6) Authorize up to $12,500 to cover\nLos Angeles County Fire Department site plan review fees related to the\nwaived Special Event Permits associated with City business activations\nbetween July 17 and 19; 7) Authorize the City Manager to negotiate and\nexecute a Memorandum of Understanding (MOU) with the City of Los\nAngeles regarding the share of Metro’s Open Streets Grant; 8) Authorize\nthe Director of Finance and Technology Services to increase budgeted\nrevenues in the Miscellaneous Grants Fund by the amount of the grant\naward and budgeted expenditures in the Miscellaneous Grants Fund; and\n9) Authorize the City Manager or designee to negotiate with event\nproducers regarding additional routes, programming, or sponsorship\nrequests.

E.3.\nCITY PLAYHOUSE UPDATE AND APPROVAL OF PROJECT BUDGET\n[S. CAMPBELL, H. COLLINS]:\nSUBJECT: The City Council will consider: establishing an overall project\nbudget for the City Playhouse Project; approving the preliminary project\nschedule; establishing a standard of LEED Gold for Project to achieve\nenvironmental sustainability; and amending the Agreement for Services\nwith Perkins & Will to extend the term of the Agreement for architect-\nengineering services through the end of the project and increase the not-\nto-exceed amount of the Agreement.\nRECOMMENDATIONS: 1) Confirm the previously established Project\nScope as approved by City Council on May 20, 2024; 2) Confirm the\nrelocation of the Project to the corner lot as approved by City Council on\nOctober 20, 2025; 3) Establish a minimum standard of LEED Gold for the\nProject; 4) Establish a Total Project Budget of $26,000,000; 5) Approve\nthe Preliminary Project Schedule, as established by Staff, with an\nestimated Substantial Completion date in the second quarter of 2029; 6)\nApprove Amendment No. 2 to the Agreement for Services with the Project\nArchitect, Perkins and Will, for the City Playhouse Project, extending the\nterm of the Agreement through June 30, 2029, amending the Scope of\nServices, and increasing the not-to-exceed amount by $1,695,537, for a\nrevised not-to-exceed amount of $3,110,537; 7) Authorize the Assistant\nCity Manager to approve change orders to the Project Architect, Perkins\nand Will’s Agreement in an amount not-to-exceed $100,000, for a new\nnot-to-exceed Agreement amount of $3,210,537; 8) Authorize an\nadditional Owner's Contingency for design related services and soft costs\nto support the pre-construction design process for a total not-to-exceed\namount of $274,772; 9) Authorize the Director of Finance and Technology\nServices to allocate $2,070,309, from Unallocated Reserves to fund the\nCity Playhouse Project pre-construction costs; and 10) Authorize the City\nManager, or designee, to execute change orders and other documents\nincident to the Agreement.

HEILMAN]:\nSUBJECT: The City Council will consider directing staff to review the\nimpact of the updated State Fire Hazard Severity Zone (FHSZ) maps on\nWest Hollywood property owners and explore joining a growing coalition of\ncities and officials requesting that the State Department of Forestry and\nFire Protection and the Office of the State Fire Marshal reconsider or\nrefine the updated maps.\nRECOMMENDATIONS: 1) Direct staff to research the impacts of the\n2025 State Fire Hazard Severity Zone (FHSZ) maps on West Hollywood\nproperty owners, including conducting targeted outreach to seek feedback\nfrom property owners in the new zones about any direct impacts they have\nexperienced; 2) Direct staff to identify and evaluate opportunities for the\nCity to join a coalition of California cities and elected officials requesting\nthat the State Department of Forestry and Fire Protection and the Office of\nthe State Fire Marshal reconsider or refine the 2025 FHSZ maps and the\nprocess for updating these maps in the future; and 3) Direct staff to return\nto the City Council with an update.
