E.2.\n2026 CICLAVIA: MEET THE HOLLYWOODS OPEN STREETS EVENT\n[Y. QUARKER, C. SMITH, M. REATH, J. HEREDIA]:\nSUBJECT: The City Council will consider approving a CicLAvia: Meet the\nHollywoods event on Sunday, July 19, 2026. The City Council will also\nconsider authorizing the acceptance of Metro’s Open Streets Grant Cycle\n6 Funds to support the funding of the event, approving street closures\nassociated with the event, and authorizing an Agreement for Services with\nCicLAvia and a Memorandum of Understanding (MOU) with the City of\nLos Angeles related to the event.\nRECOMMENDATIONS: 1) Authorize acceptance of a $500,000 Metro\nOpen Streets Cycle 6 Grant to be shared between the City of West\nHollywood and the City of Los Angeles, for a CicLAvia route which\nincludes West Hollywood, to be held on Sunday, July 19, 2026; 2)\nApprove an Agreement for Services with CicLAvia, in an amount not to\nexceed $200,000 to produce CicLAvia: Meet the Hollywoods on Sunday,\nJuly 19, 2026; 3) Approve the closure of Santa Monica Boulevard between\nLa Brea Avenue and North San Vicente Boulevard on Sunday, July 19,\n2026, from 6:00 a.m. to 6:00 p.m.; 4) Approve the waiver of Special Event\nPermit fees, Encroachment Permit fees, Street Closure fees, Engineering\nfees, and Building and Safety Permit fees associated with the CicLAvia\nevent (estimated at $12,000), as well as potential loss of revenue in\nparking meter and parking lot fees (estimated at $4,700); 5) Approve the\nwaiver of Special Event Permit fees and Encroachment fees for City\nbusinesses activating their storefronts during the CicLAvia event\n(estimated at $20,000 in waived fees); 6) Authorize up to $12,500 to cover\nLos Angeles County Fire Department site plan review fees related to the\nwaived Special Event Permits associated with City business activations\nbetween July 17 and 19; 7) Authorize the City Manager to negotiate and\nexecute a Memorandum of Understanding (MOU) with the City of Los\nAngeles regarding the share of Metro’s Open Streets Grant; 8) Authorize\nthe Director of Finance and Technology Services to increase budgeted\nrevenues in the Miscellaneous Grants Fund by the amount of the grant\naward and budgeted expenditures in the Miscellaneous Grants Fund; and\n9) Authorize the City Manager or designee to negotiate with event\nproducers regarding additional routes, programming, or sponsorship\nrequests.
