E.3.\nCITY PLAYHOUSE UPDATE AND APPROVAL OF PROJECT BUDGET\n[S. CAMPBELL, H. COLLINS]:\nSUBJECT: The City Council will consider: establishing an overall project\nbudget for the City Playhouse Project; approving the preliminary project\nschedule; establishing a standard of LEED Gold for Project to achieve\nenvironmental sustainability; and amending the Agreement for Services\nwith Perkins & Will to extend the term of the Agreement for architect-\nengineering services through the end of the project and increase the not-\nto-exceed amount of the Agreement.\nRECOMMENDATIONS: 1) Confirm the previously established Project\nScope as approved by City Council on May 20, 2024; 2) Confirm the\nrelocation of the Project to the corner lot as approved by City Council on\nOctober 20, 2025; 3) Establish a minimum standard of LEED Gold for the\nProject; 4) Establish a Total Project Budget of $26,000,000; 5) Approve\nthe Preliminary Project Schedule, as established by Staff, with an\nestimated Substantial Completion date in the second quarter of 2029; 6)\nApprove Amendment No. 2 to the Agreement for Services with the Project\nArchitect, Perkins and Will, for the City Playhouse Project, extending the\nterm of the Agreement through June 30, 2029, amending the Scope of\nServices, and increasing the not-to-exceed amount by $1,695,537, for a\nrevised not-to-exceed amount of $3,110,537; 7) Authorize the Assistant\nCity Manager to approve change orders to the Project Architect, Perkins\nand Will’s Agreement in an amount not-to-exceed $100,000, for a new\nnot-to-exceed Agreement amount of $3,210,537; 8) Authorize an\nadditional Owner's Contingency for design related services and soft costs\nto support the pre-construction design process for a total not-to-exceed\namount of $274,772; 9) Authorize the Director of Finance and Technology\nServices to allocate $2,070,309, from Unallocated Reserves to fund the\nCity Playhouse Project pre-construction costs; and 10) Authorize the City\nManager, or designee, to execute change orders and other documents\nincident to the Agreement.
