8.a.\nCONSIDERATION OF RESOLUTION NO. 26-031 CERTIFYING THE\nFINAL ENVIRONMENTAL\nIMPACT REPORT\n(STATE CLEARINGHOUSE NO. 2024070062) FOR THE PROJECT LOCATED AT\n825 LEXINGTON-GALLATIN ROAD, AND ADOPTING GENERAL PLAN\nAMENDMENT NO. 23-03 TO CHANGE THE LAND USE DESIGNATION\nFROM COMMERCIAL TO\nCOMMERCIAL-MANUFACTURING;\nORDINANCE NO. 1290 TO APPROVE ZONE CHANGE ZC 23-01;\nORDINANCE NO. 1291 TO CONSIDER A DEVELOPMENT AGREEMENT\nDA26-01 BETWEEN THE CITY OF SOUTH EL MONTE AND MAGELLAN\nVALUE PARTNERS, IN RELATION TO CONDITIONAL USE PERMIT\nCUP 23-07 AND TENTATIVE PARCEL MAP TPM 23-01.\nThe Project is a request that involves a General Plan Amendment to change\nthe land use designation from Commercial (C) to Commercial-\nManufacturing (C-M) and a Zone Change from Commercial (C) to\nManufacturing (M) of 21.17-acre parcel located at 825 Lexington-Gallatin\nRoad in South El Monte, California and identified as Assessor Parcel\nNumber (APN) 8119-005-032.\nApproval of the General Plan Amendment and Zone Change would\neffectuate a conditionally approved Subdivision/Tentative Map and\nConditional Use Permit to subdivide the existing parcel into 10.5-acre parcel\nand 10.7-acre parcel and develop a 221,815-square-foot industrial building\nand a public park featuring athletic fields, walking trails, and other\namenities.\nAn Environmental Impact Report (EIR) was prepared pursuant to the\nCalifornia Environmental Quality Act (CEQA).The Planning Commission\nhas reviewed the project and recommended certification of the Final EIR\nand approval of these actions, with further details available in the staff\nreports.\nRECOMMENDED ACTION: Staff recommends City Council:\n1. Conduct a public hearing;\n2. Take public testimony;\n3. Adopt Resolution No. 26-031 certifying the Final Environmental Impact\nReport (State Clearinghouse [SCH] No. 2024070062) and adopt the\nFindings of Fact, Statement of Overriding Considerations, and Mitigation\nMonitoring and Reporting Program (MMRP) pursuant to the California\nEnvironmental Quality Act (CEQA) for the Project and approving General\nPlan Amendment No. GPA23-03 to amend the General Plan designation\nof the project site from Commercial (C) to Commercial-Manufacturing (C-\nM);\n4. Waive full reading and introduce Ordinance No. 1290 to approve Zone\nChange No. ZC23-01 to amend the zone from Commercial (C) to\nManufacturing (M); and\n5. Waive full reading and introduce Ordinance No. 1291 to approve a\nDevelopment Agreement between the City of South El Monte and\nMagellan Value Partners to dedicate 10.7 acres to the City of South El\nMonte for the future development of a public park.
