Conduct a public hearing;\n2. Take public testimony;\n3. Find that Ordinance No. 1294 is a constitutionally permissible and\nnecessary time, place, and manner regulation; and\n4. Waive full reading and introduce Ordinance No. 1294 by title only to\namend the South El Monte Municipal Code (SEMMC) Section 5.24.180\n(“Manner of Solicitation”) to prohibit solicitation activities within 500-feet\nof K-12 schools.
