9.a.\nCONSIDERATION AND APPROVAL OF THE BUSINESS MURAL\nINCENTIVE PROGRAM\nThe Business Mural Incentive Program establishes a strategic framework\nto incentivize businesses within the Arts District to participate in the City's\nBusiness Mural Program. In addition to existing incentives, staff proposes\na pilot program seeded with $50,000 transferred from the General Fund\nbalance reserves and managed internally based on effectiveness for paint\nreimbursement, mural lighting, and/or an artist stipend in addition to sign\npermit fee waivers, artist business license fee waivers, and free rental of\nthe City's scissor lift and time-lapse video equipment.\nRECOMMENDED ACTION: Staff recommends City Council discuss and\napprove the Business Mural Incentive Program seeded with $50,000\ntransferred from the General Fund balance reserves.
