Determine that Ordinance No. 1292 is categorically exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant to State CEQA\nGuidelines Section 15061 (b)(3) (Common Sense Exemption); and\n4. Waive full reading and introduce Ordinance No. 1292 by title only to\namend the South El Monte Municipal Code (SEMMC) Section 17.03.230\n(“Massage Establishments”) to establish a 1,000-foot buffer distance\nfrom all sensitive uses in the City and a 350-foot buffer distance from the\nCity’s jurisdictional boundary
