19. CONTINUED PUBLIC HEARING: FISCAL YEAR 2027 CITY MANAGER’S RECOMMENDED OPERATING BUDGET (Finance Dept.)\nRecommendation: It is recommended that the City Council\n(1) Find that the action proposed in the agenda report is not a “project” subject to the California Environmental Quality Act (CEQA) pursuant to\nState CEQA Guidelines Section 21065 and within the meaning of Sections 15060(c) and 15378(b); and\n(2) Receive public comment and continue this public hearing to each subsequent regular meeting of the City Council at 6:00 p.m., until June 15,\n2026, or\nsuch other date as the City Council may determine, at which time the City Council will be asked to close the public hearing and adopt the FY 2027\nRecommended Operating Budget.
