8. AUTHORIZE THE CITY MANAGER TO ENTER INTO A CONTRACT WITH KOPPL PIPELINE SERVICES, LLC TO PROVIDE WATER MAIN\nLINE\nSTOPPING SERVICES FOR FIVE YEARS FOR AN AMOUNT NOT-TO-EXCEED $1,551,000 (Water & Power Dept.):\nRecommendation: It is recommended that the City Council\n(1) Find that the action proposed in the agenda report is not a “project” subject to the California Environmental Quality Act (“CEQA”) pursuant to\nPublic Resources Code Section 21065 and State CEQA Guidelines Sections 15060(c)(2), 15060(c)(3), and 15378;\n(2) Award contract to lowest and best bid dated December 12, 2025, submitted by Koppl Pipeline Services, LLC (“Koppl”) in response to the\nproject plans and specifications for\nWater Main Line Stopping Services, authorize the City Manager to enter into a five-year contract for an amount not-to-exceed $1,551,000, which\nincludes the base contract\namount of $1,410,000 and a contingency of $141,000 to provide for any necessary change orders; and\n(3) Authorize the City Manager to approve no-cost amendments to the subject contract including durational extensions.
