13. RESOLUTION APPROVING PLANS, SPECIFICATIONS, AND APPROVAL OF A\nCONTRACT WITH EXCEL PAVING FOR THE 2022-2023 ANNUAL PAVEMENT\nREHABILITATION PROJECT\nPresented by Nader M. Alqam, P.E., Associate Engineer\nPurpose: Approve plans and specifications and authorize the Public Works Department\nto hire a contractor for the 2022-2023 Annual Pavement Rehabilitation Project. This\nproject is included in the FY 2022-2023 Capital Improvements Projects budget, and will\nbe funded by the Gas Tax and Road Maintenance and Rehabilitation Account (RMRA)\nfunds (Account No. 24-9806-590004).\nRecommended Action: 1) Adopt a resolution approving the plans and specifications for\nthe 2022-2023 Annual Pavement Rehabilitation Project; 2) Award a contract to PALP,\nInc. dba Excel Paving in the amount of $1,574,970; 3) Authorize contingency funds in\nthe amount of $157,497 in the same purchase order; 4) Authorize construction\nengineering in the amount of $30,000; 5) Authorize the purchase of manhole lids for\n$37,433.05; 6) Authorize a purchase order for The Solis Group in the amount of $3,240\nfor administration of the Community Workforce Administration (CWA); 7) Approve a\nbudget transfer in the amount of $403,000 (Gas Tax funds) from the Malvern Avenue\nPavement Rehabilitation Project Account; 8) Approve a budget transfer in the amount of\n$21,000 from the Miscellaneous Sewer System Improvements Account; 9) Authorize the\nCity Manager and City Attorney to make any necessary, non-monetary changes to the\ncontract; and, 10) Authorize the City Manager and City Clerk to execute the contract.\nPUBLIC HEARING (14)
