8.\nAward the contract to the lowest responsible bidder, S&H Civilworks, in the amount of $210,350,\nfor the Street Improvements at the southwest corner of the Santa Ana Canyon Road & Royal Oak\nRoad Intersection Project; authorize the Director of Public Works to execute the contract and\nrelated documents and to take the necessary actions to implement and administer the contract;\ndetermine that the project is categorically exempt under the California Environmental Quality Act\npursuant to Class 1, Section 15301 (Existing Facilities) of Title 14 of the California Code of\nRegulations; and authorize the Finance Director to execute the Escrow Agreement pertaining to\ncontract retentions.
