10.\nApprove Master Agreements for Arterial Street Maintenance and Construction, in substantial\nform, with three contractors and such other contractors pre-qualified by the City in the future\nduring the term of the Master Agreement, each in an amount not to exceed $5,000,000 per work\norder package, with a limit per contractor of $10,000,000 in total awards during each fiscal year of\nthe agreement term; each for a two year period with up to two two-year optional renewals;\nauthorize the Public Works Director, to execute the Master Agreements and for the Public Works\nDirector, or designee, to take the necessary actions to implement and administer the Master\nAgreements; determine that the projects to be performed under the Master Agreements shall be\ncategorically exempt under the California Environmental Quality Act pursuant to Sections 15301\nand 15302 of Title 14 of the California Code of Regulations; and authorize de minimis changes\nthat do not substantially change the terms and conditions of the Master Agreement, as\ndetermined by the City Attorney’s Office [Hardy & Harper, Inc.; Onyx Paving Company, Inc.; and\nR.J. Noble Company].
