21.\nPUBLIC HEARING FOR ANNUAL WEED ABATEMENT\nPROGRAM\nRecommendations:\n1. Conduct a public hearing to hear protests regarding\nany noticed nuisance as established by Resolution No.\n26.XXX (Attachment 1) and Resolution No. 26.010;\n2. Allow or overrule any protests based on facts or\ncircumstances presented by the protestor (Mayor\nRounaghi, Council Members Orgill, Whalen, Kempf,\nand Jones to recuse if the protest concerns properties\nlisted in the subsequent recommendations);\n3.  Adopt the Resolution titled, “A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF LAGUNA\nBEACH, CALIFORNIA, DIRECTING THE FIRE\nCHIEF TO PROCEED WITH ABATING ALL\nNOTICED NUISANCES ON PROPERTIES THAT\nDO NOT ABATE THE NUISANCES WITHIN THE\nPRESCRIBED TIME AND FINDING THE SAME\nEXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT” directing the\nFire Chief to abate all noticed nuisances established\nby Resolution No. 26.010 on Exhibit A for property #\n186 (APN 644-044-20) not removed by May 12, 2026\n(Councilmember Orgill to recuse);\n4. Adopt the Resolution titled, “A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF LAGUNA\nBEACH, CALIFORNIA, DIRECTING THE FIRE\nCHIEF TO PROCEED WITH ABATING ALL\nNOTICED NUISANCES ON PROPERTIES THAT\nDO NOT ABATE THE NUISANCES WITHIN THE\nPRESCRIBED TIME AND FINDING THE SAME\nEXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT” directing the\nFire Chief to abate all noticed nuisances established\nby Resolution No. 26.010 on Exhibit A for property #\n242 (APN 644-254-12) not removed by May 12, 2026\n(Councilmember Jones to recuse);\n5. Adopt the Resolution titled, “A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF LAGUNA\nBEACH, CALIFORNIA, DIRECTING THE FIRE\nCHIEF TO PROCEED WITH ABATING ALL\nNOTICED NUISANCES ON PROPERTIES THAT\nDO NOT ABATE THE NUISANCES WITHIN THE\nPRESCRIBED TIME AND FINDING THE SAME\nEXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT” directing the\nFire Chief to abate all noticed nuisances established\nby Resolution No. 26.010 on Exhibit A for properties\n# 325 and 326 (APN 656-053-17 and 656-053-27) not\nremoved by May 12, 2026 (Councilmember Kempf to\nrecuse);\n6. Adopt the Resolution titled, “A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF LAGUNA\nBEACH, CALIFORNIA, DIRECTING THE FIRE\nCHIEF TO PROCEED WITH ABATING ALL\nNOTICED NUISANCES ON PROPERTIES THAT\nDO NOT ABATE THE NUISANCES WITHIN THE\nPRESCRIBED TIME AND FINDING THE SAME\nEXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT” directing the\nFire Chief to abate all noticed nuisances established\nby Resolution No. 26.0010 on Exhibit A for property\n#356, 357, and 358 (APN 658-091-01,658-091-05,\nand 658-091-06) not removed by May 12, 2026\n(Mayor Rounaghi to recuse);\n7. Adopt the Resolution titled, “A RESOLUTION OF\nTHE CITY COUNCIL OF THE CITY OF LAGUNA\nBEACH, CALIFORNIA, DIRECTING THE FIRE\nCHIEF TO PROCEED WITH ABATING ALL\nNOTICED NUISANCES ON PROPERTIES THAT\nDO NOT ABATE THE NUISANCES WITHIN THE\nPRESCRIBED TIME AND FINDING THE SAME\nEXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT” directing the\nFire Chief to abate all noticed nuisances established\nby Resolution No. 26.010, for properties # 1-185,\n187-241, 243-324, 327-355, and 359 -368 on Exhibit\nA if not removed by May 12, 2026; and\n8. Identify the abatement of public nuisances exempt\nfrom the California Environmental Quality Act\npursuant to Section 15304 of the State CEQA\nGuidelines.
