Authorize the use of $5,097,358 Rule 20A credits to\nproceed with construction for Underground Utility\nDistrict 2019-1 (Coast Highway);\n2. Award and authorize the City Manager to execute a\ncontract with Hot Line Construction, Inc. in the amount\nof $2,363,255 for the construction of City street lighting\nand non-Rule 20A private connections;\n3. Authorize the City Manager to enter into a utility\ncompany agreement with Frontier Communications to\nconstruct non-Rule 20A underground utilities and make\nan advanced payment for a total amount of $1,151,743;\n4. Authorize the transfer of $2,780,127 from the Coat\nHighway UD 2020-1 project (6343150C-81000-C2118)\nto the Coast Highway Utility District 2019-1 project\n(6343150C-81000-C2614);\n5. Appropriate $135,609 (account number 6343150C-\n81000-C2614) from the Street Lighting and Utility Fund\nto approve a total budget of $2,915,736 for the Coast\nHighway Utility District 2019-1 project; and\n6. Authorize the City Manager to approve project-related\nexpenses and construction change orders for unforeseen\ncircumstances for an amount not-to-exceed $351,500.

12.\nAPPROVAL OF PROFESSIONAL SERVICES\nAGREEMENT WITH US DIGITAL DESIGNS FOR FIRE\nSTATION ALERTING\nRecommendations:\n1. Approve a Professional Services Agreement with US\nDigital Designs for the purchase and installation of a\nPhoenix G2 fire station alerting system in an amount not\nto exceed $329,910.66;\n2. Authorize the City Manager, or designee, to execute the\nagreement and any necessary related documents, in a\nform approved by the City Attorney;\n3. Authorize a reduction in $35,000 from the IT budget\n(account 1101205-72111) and an increase in the Fire\nDepartment budget (account 1412406C-80010) to fully\nfund the project;\n4. Authorize the transfer of $35,000 from the General Fund\n(#110) to the Wildfire Mitigation and Fire Safety Fund\n(#141); and\n5. Receive and file the April 27, 2026 complaint demanding\nthe City Council “cure and correct” alleged Brown Act\nviolations relating to the City Council’s April 14, 2026\nconsideration of the Title 18 Ordinance (Agenda Item No.\n16 at that meeting);\n2. Receive and file this report analyzing the allegations in\nthat complaint; and\n3. 17.\nCONSIDERATION OF CITY POSITION ON LAGUNA\nBEACH MARINE PROTECTED AREA BOUNDARY\nPETITION AND STATE REVIEW PROCESS\nRecommendations:\n1. The\nEnvironmental\nSustainability\nCommittee\nrecommends that the City Council support California\nDepartment of Fish and Wildlife’s recommendation to\ndeny the petition and maintain the existing MPA\nboundaries; and\n2. It is recommended that the City Council further find the\nrecommended action is not a project under the California\nDOWNLOAD\nEnvironmental Quality Act (CEQA) pursuant to CEQA\nGuidelines Section 15378 and is alternatively exempt\nunder CEQA Guidelines Section 15061(b)(3).

Authorize the City Manager to execute a five-year\nProfessional Services Agreement, in a form approved by\nthe City Attorney, with LAZ Parking California, LLC\n(“LAZ”) for trolley and on-demand transit operating\nservices for the period of July 1, 2026, through June 30,\n2031, in an amount not to exceed $19,102,790;\n2. Consider approving reductions to certain off-season\ntrolley and on-demand transit services, as reflected in\nFigure 4, in order to reduce Transit Fund subsidy\nrequirements while maintaining compliance with Orange\nCounty Transportation Authority (“OCTA”) Measure M2\nProject V grant requirements;\n3. Authorize implementation of up to a $5 per passenger\nfare for Laguna Local on-demand transit services, as\nreflected in Figure 6; and 4. Find the action\nexempt under the California\nEnvironmental Quality Act under CEQA Guidelines\nSection 15061(b)(3).

Adopt the Resolution titled, “A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF LAGUNA BEACH,\nCALIFORNIA, APPROVING\nLOT LINE ADJUSTMENT\n2023-1747 AND COASTAL\nDEVELOPMENT PERMIT 2025-0096 TO MODIFY\nTHE LOCATION OF A COMMON PROPERTY LINE\nBETWEEN TWO LOTS AT 675 BUENA VISTA WAY\nAND 620 TEMPLE HILLS DRIVE, AND FINDING\nTHE PROJECT EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT PURSUANT TO\nSTATE CEQA GUIDELINES SECTION 15061(B)(3)”,\napproving Lot Line Adjustment 2023-1747 and Coastal\nDevelopment Permit 2025-0096 to modify the location of\na common property line between 675 Buena Vista Way\nand 620 Temple Hills Drive, and finding the project\nexempt from finding the project categorically exempt\nfrom the California Environmental Quality Act.
