22.\nFIRST READING OF DESIGN REVIEW EFFICIENCY\nORDINANCE AND EFFICIENCY ORDINANCE\nRecommendations:\n1. Waive full reading and introduce by title only an\nOrdinance titled, "AN ORDINANCE OF THE CITY\nCOUNCIL OF LAGUNA BEACH, CALIFORNIA,\nAMENDING ITS LOCAL COASTAL PROGRAM AND\nMUNICIPAL CODE TO MODIFY TITLE 25\n(ZONING), TITLE 21 (SUBDIVISIONS), AND TITLE\n22 (EXCAVATING, GRADING, AND FILLING) TO\nSTREAMLINE THE DESIGN REVIEW AND OTHER\nPERMIT PROCESSES; AND FINDING SAID ACTION\nEXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT UNDER CEQA\nGUIDELINES SECTION 15301;\n2. Waive full reading and introduce by title only an\nOrdinance titled, "AN ORDINANCE OF THE CITY\nCOUNCIL OF THE CITY OF LAGUNA BEACH,\nCALIFORNIA, AMENDING ITS MUNICIPAL CODE\nTO MODIFYCHAPTER\n7.25(NOISE),\n12.08\n(PRESERVATION OF HERITAGE TREES), 12.16\n(VIEW PRESERVATION AND RESTORATION), AND\n17.50 (PRIVATE SEWER LATERALS) TO IMPROVE\nCONSISTENCY WITHIN THE CODE; AND FINDING\nSAID ACTION EXEMPT FROM THE CALIFORNIA\nENVIRONMENTAL QUALITY ACT UNDER CEQA\nGUIDELINES SECTION 15301”;\n3. Direct staff to return with the Ordinances, identified in\nrecommendations 1 and 2, above, for a second reading\nand adoption at the May 26, 2026, City Council meeting;\n4. Direct City staff to present an urgency version of the\nDesign Review Efficiency Ordinance at the May 26,\n2026, City Council meeting;\n5. Direct City staff to return with proposed City Council\nresolution with revisions to the Design Guidelines – A\nGuide to Residential Development that are consistent\nwith the revisions to the Design Review Efficiency\nOrdinance;\n6. Give further direction as to the policy regarding concept\nreview for certain capital improvement program projects,\ndirect City staff to draft a Resolution memorializing the\nCity staff policy for such concept reviews, and direct City\nstaff to bring the draft Resolution to the May 26, 2026,\nCity Council meeting for adoption; and\n7. Find that the recommended actions are exempt from the\nCalifornia Environmental Quality Act (CEQA) pursuant\nto CEQA Guidelines Section 15301.
