17.\nCONSIDERATION OF CITY POSITION ON LAGUNA\nBEACH MARINE PROTECTED AREA BOUNDARY\nPETITION AND STATE REVIEW PROCESS\nRecommendations:\n1. The\nEnvironmental\nSustainability\nCommittee\nrecommends that the City Council support California\nDepartment of Fish and Wildlife’s recommendation to\ndeny the petition and maintain the existing MPA\nboundaries; and\n2. It is recommended that the City Council further find the\nrecommended action is not a project under the California\nDOWNLOAD\nEnvironmental Quality Act (CEQA) pursuant to CEQA\nGuidelines Section 15378 and is alternatively exempt\nunder CEQA Guidelines Section 15061(b)(3).
