11.\nAPPROVAL TO PROCEED WITH CONSTRUCTION FOR\nUNDERGROUND UTILITY DISTRICT 2019-1 (COAST\nHIGHWAY)\nRecommendations:\n1. Authorize the use of $5,097,358 Rule 20A credits to\nproceed with construction for Underground Utility\nDistrict 2019-1 (Coast Highway);\n2. Award and authorize the City Manager to execute a\ncontract with Hot Line Construction, Inc. in the amount\nof $2,363,255 for the construction of City street lighting\nand non-Rule 20A private connections;\n3. Authorize the City Manager to enter into a utility\ncompany agreement with Frontier Communications to\nconstruct non-Rule 20A underground utilities and make\nan advanced payment for a total amount of $1,151,743;\n4. Authorize the transfer of $2,780,127 from the Coat\nHighway UD 2020-1 project (6343150C-81000-C2118)\nto the Coast Highway Utility District 2019-1 project\n(6343150C-81000-C2614);\n5. Appropriate $135,609 (account number 6343150C-\n81000-C2614) from the Street Lighting and Utility Fund\nto approve a total budget of $2,915,736 for the Coast\nHighway Utility District 2019-1 project; and\n6. Authorize the City Manager to approve project-related\nexpenses and construction change orders for unforeseen\ncircumstances for an amount not-to-exceed $351,500.
