20.\nPUBLIC HEARING REGARDING THE ANNUAL\nSIDEWALK AND INTERSECTION VISIBILITY\nNUISANCE ABATEMENT PROGRAM\nRecommendations:\n1. Conduct a public hearing to hear protests regarding any\nnoticed nuisance as established by Resolution No.\n26.017;\n2. Allow or overrule any protests based on facts or\ncircumstances presented by protestors (Mayor Orgill to\nrecuse, if protest regarding Property 8, and\nCouncilmember Kempf to recuse, if protest regarding\nProperty 30, as listed in Attachment 2.);\n3. Adopt the Resolution titled, “A RESOLUTION OF THE\nCITY COUNCIL OF THE CITY OF LAGUNA BEACH,\nCALIFORNIA, DIRECTING THE DIRECTOR OF\nPUBLIC WORKS & UTILITIES TO PROCEED WITH\nABATING ALL NOTICED NUISANCES ON\nPROPERTIES THAT DO NOT ABATE THE\nNUISANCES WITHIN THE PRESCRIBED TIME AND\nFINDING THE SAME EXEMPT FROM THE\nCALIFORNIA ENVIRONMENTAL QUALITY ACT”,\ndirecting the Director of Public Works & Utilities to abate\nall noticed nuisances established by Resolution No.\n26.017 for Properties 1-35, as listed in Attachment 2, if\nnot removed by June 12, 2026 (Mayor Orgill shall recuse\nfrom deliberation and voting on Property\n8.\nCouncilmember Kempf shall recuse from deliberation\nand voting on Property 30); and\n4. Find the abatement of public nuisances exempt from\nCalifornia Environmental Quality Act pursuant to State\nCEQA Guidelines section 15304.
