Waiving the reading in full and introducing an Ordinance granting a five-year franchise agreement to\nTorrance Pipeline Company, LLC, for the use, maintenance, repair, and replacement of one existing\npipeline beneath specified public streets, together with related appurtenances, for the transmission and\ndistribution of oil and oil products.
