2. Director Determination Appeal to City Council Laundromat\nThe City Council will consider: (CD)\na. The applicant's appeal and determine if the proposed self-service laundromat at 4382–4390 Tweedy\nBoulevard is most appropriately classified as "Personal Services, General" under South Gate Municipal\nCode Section 11.60, and that such use is a permitted use within the TMU-2 (Tweedy Mixed-Use 2) zone\npursuant to the Tweedy Boulevard Specific Plan land use table. A draft Resolution denying the appeal has\nbeen prepared consistent with the Director’s original land use determination. If the City Council elects to\ngrant the appeal, staff will return with a corresponding resolution at a subsequent meeting. An alternate\nresolution granting the appeal based on findings presented by the appellant is included as an attachment to\nthe agenda bill.

5. Second Reading Adopting Ordinance No. 2026-04-CC California Codes of Regulations\nThe City Council will consider: (CD)\na. Waiving the reading in full and adopting Ordinance No. 2026-04-CC amending certain chapters and\nsections of Title 9 (Buildings) of the South Gate Municipal Code by adopting by reference the 2025\nCalifornia Codes of Regulations, Title 24 (“2025 Building Standards Code”) and the 2024 International\nAssociation of Plumbing and Mechanical Officials Codes

6. Approve Resolution – ICRMA Withdrawal\nThe City Council will consider: (HR)\na. Adopting a Resolution which provides the Independent Cities Risk Management Authority (ICRMA)\nnotification of intent to withdraw from the insurance pool, herein referred to as the Joint Powers Authority\n(JPA), in accordance with the ICRMA Bylaws, Article V.

7. Approve Amendment for 1-year Contract Extension with Pipe-Tec\nThe City Council will consider: (PW)\na. Approving Amendment No. 1 to Contract No. 2023-65-CC with Pipe Tec, Inc. to exercise a one-year\nextension for CCTV inspection services of the City’s sanitary sewer system, for an amount not to exceed\n$147,000; and\nb. Authorizing the Mayor to execute Amendment No. 1 to Contract No. 2023-65-CC in a form acceptable to\nthe City Attorney.

Ratifying the nomination by Council Member Maria Del Pilar Avalos of Margarita Talavera to the Parks &\nRecreation Commission; and\nc. Ratifying the nomination by Council Member Maria Del Pilar Avalos of Veronica Gardea to the Tweedy\nMile Advisory Commission.
