8. AWARD OF CONSTRUCTION CONTRACT FOR THE DOWNLOAD FIRE STATION 4 RETAINING WALL, CIP 22-9875 Recommendations:\n1. Award and authorize the City Manager to execute a\ncontract with Voltaire Engineering in the amount of\n$1,499,266, for the construction of the Fire Station 4 retaining wall at 31796 S Coast Highway;\n2. Authorize the City Manager to approve project-related expenses and contract change orders for unforeseen\ncircumstances in an amount not to exceed $150,000;\nand\n3. Find that the project was previously evaluated pursuant to the California Environmental Quality Act (CEQA) through adoption of an Initial Study/Mitigated Negative Declaration (State Clearinghouse No.\n2022090383), adopted by the City Council on November 15, 2022.
