12A. Council initiated item from Councilmember Joy Lyndes to consider the repair\nof the Swami’s Overlook parking area off Cornish. Environmental\nConsiderations: The action being considered by the City Council is exempt\nfrom the California Environmental Quality Act (CEQA) because it is not a\n"project" under Section 15378(b)(5) of CEQA Guidelines. The action involves\nan organizational or administrative activity of government that will not result in\nthe direct or indirect physical change in the environment.\nRecommended Action: Direct staff to evaluate the condition of Swami's\nOverlook parking and recommend maintenance or upgrade actions to remedy\nissues. Initial input from staff has suggested: 1) leveling the parking surface\nand creating a smooth transition to the roadway; 2) installing a gravel or\nsimilar surface to keep dust down, and hold the soil in place; and 3) 3. and\ninstalling wheel stops for the parking spaces.
