A. ORDINANCE NO. 730 AMENDING THE SAN GABRIEL MUNICIPAL CODE\nRELATED TO DOG LICENSING WITH THE SAN GABRIEL VALLEY HUMANE\nSOCIETY – INTRODUCTION AND FIRST READING; AND APPROVAL OF A\nPROFESSIONAL SERVICES AGREEMENT WITH THE SAN GABRIEL VALLEY\nHUMANE SOCIETY IN THE AMOUNT OF $608,215.00\nProposed Ordinance No. 730 would amend the City’s Municipal Code\nprovisions related to dog licensing to improve efficiency, enhance compliance,\nand better align with current animal services practices. Specifically, the\nordinance would replace the City’s existing July 1 fixed license renewal cycle\nwith a rolling expiration system based on the date of the license issuance.\nAdditionally, this item will consider the approval of a professional services\nagreement with the San Gabrie Valley Humane Society for an additional two\nyears.\nCalifornia Environmental Quality Act (CEQA) Determination: This item is not a\nProject as defined in Section 15378 of the State CEQA Guidelines, as it has no\nreasonable potential for significantly impacting the environment.\nRecommended Action:\nStaff recommends that the City Council:\n1. Introduce and conduct the first reading by title only of Ordinance No. 730\namending the San Gabriel Municipal Code to modernize the City’s dog\nlicensing program by transitioning from a fixed annual renewal cycle to a\nrolling, date-based licensing structure, waive future reading, and schedule\nthe second reading and adoption for the next regular City Council Meeting.\n2. Approve the Professional Services Agreement with the San Gabriel Humane\nSociety of $608,215.00 for Fiscal Year 2026-2027 and 2027-2028 and\nauthorize the City Manager to execute any documents necessary.
