AWARD OF CONTRACT FOR COUNCIL CHAMBER AUDIOVISUAL UPGRADE\n(SENATE BILL 707) – NOT TO EXCEED $117,666\nStaff issued Request for Proposals (RFP 26-03) on March 18, 2026, for the\nupgrade and modernization of the City Council Chamber audiovisual (AV)\nsystem. Based on evaluation criteria, Western Audio Visual & Security was\ndetermined to provide the best overall value to the City. The proposed project\nwill modernize the City’s AV infrastructure to support reliable in-person and\nremote participation and enhance accessibility in alignment with Senate Bill 707\nrequirements.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council award a contract to Western Audio\nVisual & Security for the Council Chamber audiovisual system upgrade in an\namount not to exceed $117,666, which includes a base project cost of\n$93,810.70 and a contingency for voting system integration, if required, and\nauthorize the City Manager to execute the agreement.

SEVENTH AMENDMENT TO THE AMENDED AND RESTATED AGREEMENT\nWITH ARAKELIAN ENTERPRISES, INCORPORATED, DOING BUSINESS AS\nATHENS SERVICES, FOR THE IMPLEMENTATION OF A THIRD RECYCLING\nBIN AND RATE ADJUSTMENT FOR COMMERCIAL ACCOUNTS\nThe City has contracted with Arakelian Enterprises, Incorporated, doing\nbusiness as Athens Services, for refuse disposal-related services since May 5,\n1987, when City Council approved assigning Athens the contract held by the\nSan Gabriel Disposal Company, whose owner was retiring and proposed the\ntransfer. The Amended and Restated Agreement was executed on October 17,\n2000, and has been amended six times since then. The Seventh Amendment\ntransitions to a 3-bin system, modernizes rate structures and annual adjustment\nmechanism to account for costs such as container procurement, route\nadjustment, and increased collection frequency.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Review and approve the proposed Seventh Amendment to the Amended\nand Restated Agreement with Arakelian Enterprises, Incorporated, doing\nbusiness as Athens Services;\n2. Direct staff to conduct a Proposition 218-compliant majority protest process\nincluding scheduling a public hearing and mail notices to affected parcel\nowners of record at least 45-days in advance of the hearing; and\n3. Authorize staff to conduct Proposition 218-compliant community education\nprior to public hearing.

FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH\nINDIGO CIVIL ENGINEERING, INCORPORATED FOR DESIGN AND\nENGINEERING DESIGN SERVICES ON THE VINCENT LUGO PARK ACCESS\nPATH AND PEDESTRIAN BRIDGE REPLACEMENT PROJECT\nThe City was awarded a grant of $401,170 through the Los Angeles County\nRegional Park and Open Space District Measure A Grant Program for the\nVincent Lugo Park Access Path and Pedestrian Bridge Replacement Project\n(Project) to improve the pedestrian path from Vincent Lugo Park to Hovey\nAvenue and renovate the existing pedestrian bridge over the Alhambra Wash.\nOn August 20, 2024, following a request for proposals, City Council approved a\nProfessional Services Agreement with Indigo Civil Engineering, Incorporated\n(Indigo) to provide professional design and engineering services for the Project\nin an amount not-to-exceed $63,160, plus a 10% contingency. Based upon\nfurther needs that were identified during this initial project phase, staff\nrequested a change order proposal from Indigo to provide additional services.\nCalifornia Environmental Quality Act (CEQA) Determination: This item is not a\nproject as defined in Section 15378 of the State CEQA Guidelines, as it has no\nreasonable potential for significantly impacting the environment.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve Amendment No. 1 to the Professional Services Agreement with\nIndigo Civil Engineering, Incorporated for design and engineering services\nto increase the not-to-exceed amount to $92,160, plus a 10% contingency\nof $9,216; and\n2. Authorize the City Manager to execute Amendment No. 1, approve\nincreasing Purchase Order No. 9370 for the amended agreement to $92,160,\nand approve increasing Purchase Order No. 9371 for the contingency to\n$9,216.

APPROVAL OF AMENDMENT TO THE AGREEMENT FOR A RETAINER WITH\nARTS CONSULTING GROUP AND ADOPTION OF RESOLUTION NO. 26-21\nAPPROPRIATING $30,000 FROM THE CITY’S GENERAL FUND\nIn March 2026, the City Council approved the Mission Playhouse draft strategic\nplan completed by Arts Consulting Group and directed staff to bring forward a\ncontract for a retainer for operational modeling, implementation support, etc.\nwith that same consultant. Included in this report is a brief summary of the work\nto be included as part of the retainer and the amendment to the initial\nagreement with Arts Consulting Group.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve the Amendment to the agreement with Arts Consulting Group for\na retainer for a period of six (6) months; and\n2. Adopt Resolution No. 26-21 appropriating $30,000 from the City’s Fiscal\nYear 2025-2026 General Fund budget.

THEATRE FEE WAIVER REQUEST BY SAN GABRIEL UNIFIED SCHOOL\nDISTRICT FOR DEL MAR HIGH SCHOOL GRADUATION\nSan Gabriel Unified School District is requesting a fee waiver for the Del Mar\nHigh School graduation ceremony, scheduled to take place June 3, 2026, at the\nMission Playhouse. The request is for a $2,317.50 reduction to reduce their\nrental cost to $3,291.75.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council approve staff’s recommendation to\ngrant a waiver of the San Gabriel Mission Playhouse building/facility rental and\nequipment usage fees in the amount of $2,317.50 for the June 3, 2026, Del Mar\nHigh School Graduation.

I. AGREEMENT BETWEEN THE CITY OF SAN GABRIEL AND LOS ANGELES\nCOUNTY DEVELOPMENT AUTHORITY (LACDA) FOR LEAD FREE HOMES LA\nThe Los Angeles County Development Authority (LACDA), on behalf of Los\nAngeles County and its participating cities, administers a program called Lead\nFree Homes LA. Lead Free Homes LA provides free lead-paint hazard mitigation\nservices to eligible residential properties, with the goal of protecting children\nunder six from lead exposure. To provide this service to residents of the City of\nSan Gabriel, an agreement between the City of San Gabriel and LACDA is\nnecessary.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council authorize the City Manager to execute\nthe agreement between the Los Angeles County Development Authority\n(LACDA) and the City of San Gabriel.

ORDINANCES NO. 728 AND NO. 729 AMENDING TO UPDATE THE SAN\nGABRIEL MUNICIPAL CODE RELATING TO NEW STATE LAW FOR URBAN\nDWELLING UNITS (ZTA25-001), ACCESSORY DWELLING UNITS AND\nJUNIOR ACCESSORY DWELLING UNITS (ZTA26-001) – INTRODUCTION\nAND FIRST READING\nThe California Legislature adopted Senate Bills 450, 544, and 1211 and\nAssembly Bills 130, 462, and 1154 in 2024 and 2025, amending existing State\nlaw pertaining to Urban Dwelling Units, Accessory Dwelling Units, and Junior\nAccessory Dwelling Units. Draft ordinances were provided to the Planning\nCommission for consideration and recommendation on July 14, 2025 and\nFebruary\n9,\n2026.\nFollowing\ndiscussion,\nthe\nPlanning\nCommission\nrecommended approval to the City Council of the proposed Zone Text\nAmendments (ZTA25-001 and ZTA26-001) for Ordinances No. 728 and No. 729.\nCalifornia Environmental Quality Act (CEQA) Determination: The proposed\namendments were reviewed for compliance with the California Environmental\nQuality Act (CEQA). Pursuant to Section 15061(b)(3) of the CEQA Guidelines, the\namendment to a Zoning Ordinance is not considered a project as defined in\nSection 15378 and can be seen with certainty that it will not have a significant\neffect on the environment. The proposed amendment to the Zoning Ordinance\nqualifies for this CEQA exemption as there is no possibility that the ordinance will\nhave a significant effect on the environment as it amends the City’s Municipal\nCode to demonstrate compliance with State Accessory Dwelling Units Law.\nRecommended Action:\nStaff recommends that the City Council:\n1. Conduct the public hearing and discuss the proposed Ordinances No. 728\nand No. 729.\n2. Waive full reading and introduce Ordinances No. 728 and No. 729 by title\nonly:\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN GABRIEL,\nCALIFORNIA, AMENDING CHAPTER 153 (ZONING CODE) OF THE SAN\nGABRIEL MUNICIPAL CODE RELATING TO HOUSING DEVELOPMENT IN\nRESIDENTIAL ZONES\nand\nAN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF SAN GABRIEL,\nCALIFORNIA, AMENDING CHAPTER 153 (ZONING CODE) OF THE SAN\nGABRIEL MUNICIPAL CODE RELATING TO ACCESSORY DWELLING\nUNITS AND JUNIOR ACCESSORY DWELLING UNITS\n3. Waive future reading of the Ordinances and schedule the second reading\nand adoption of the Ordinances for the next regular City Council meeting.\nThe Ordinances would then become effective 30 days after the adoption.\nALTERNATIVE OPTION FOR CONSIDERATION\nProvide comments and direct staff to return at a later date with revisions to\nthe amendments for the City Council’s review and approval.

B. PROPOSED CITYWIDE FEE SCHEDULE FOR FISCAL YEAR 2026-2027\n[RESOLUTION NO. 26-15]\nThe citywide fee schedule establishes user fees and charges for various\ndepartment services. On an annual basis, the citywide fee schedule is reviewed\nand updated based on a combination of department input and the consumer\nprice index in the Los Angeles Metro area. The proposed updated citywide fee\nschedule for Fiscal Year 2026-2027 is presented to the City Council for review,\ndirection, and consideration of adoption.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council adopt Resolution No. 26-15 updating\nthe Master Fee Schedule for Fiscal Year 2026-2027.

ORDINANCE NO. 730 AMENDING THE SAN GABRIEL MUNICIPAL CODE\nRELATED TO DOG LICENSING WITH THE SAN GABRIEL VALLEY HUMANE\nSOCIETY – INTRODUCTION AND FIRST READING; AND APPROVAL OF A\nPROFESSIONAL SERVICES AGREEMENT WITH THE SAN GABRIEL VALLEY\nHUMANE SOCIETY IN THE AMOUNT OF $608,215.00\nProposed Ordinance No. 730 would amend the City’s Municipal Code\nprovisions related to dog licensing to improve efficiency, enhance compliance,\nand better align with current animal services practices. Specifically, the\nordinance would replace the City’s existing July 1 fixed license renewal cycle\nwith a rolling expiration system based on the date of the license issuance.\nAdditionally, this item will consider the approval of a professional services\nagreement with the San Gabrie Valley Humane Society for an additional two\nyears.\nCalifornia Environmental Quality Act (CEQA) Determination: This item is not a\nProject as defined in Section 15378 of the State CEQA Guidelines, as it has no\nreasonable potential for significantly impacting the environment.\nRecommended Action:\nStaff recommends that the City Council:\n1. Introduce and conduct the first reading by title only of Ordinance No. 730\namending the San Gabriel Municipal Code to modernize the City’s dog\nlicensing program by transitioning from a fixed annual renewal cycle to a\nrolling, date-based licensing structure, waive future reading, and schedule\nthe second reading and adoption for the next regular City Council Meeting.\n2. Approve the Professional Services Agreement with the San Gabriel Humane\nSociety of $608,215.00 for Fiscal Year 2026-2027 and 2027-2028 and\nauthorize the City Manager to execute any documents necessary.
