F. FIRST AMENDMENT TO PROFESSIONAL SERVICES AGREEMENT WITH\nINDIGO CIVIL ENGINEERING, INCORPORATED FOR DESIGN AND\nENGINEERING DESIGN SERVICES ON THE VINCENT LUGO PARK ACCESS\nPATH AND PEDESTRIAN BRIDGE REPLACEMENT PROJECT\nThe City was awarded a grant of $401,170 through the Los Angeles County\nRegional Park and Open Space District Measure A Grant Program for the\nVincent Lugo Park Access Path and Pedestrian Bridge Replacement Project\n(Project) to improve the pedestrian path from Vincent Lugo Park to Hovey\nAvenue and renovate the existing pedestrian bridge over the Alhambra Wash.\nOn August 20, 2024, following a request for proposals, City Council approved a\nProfessional Services Agreement with Indigo Civil Engineering, Incorporated\n(Indigo) to provide professional design and engineering services for the Project\nin an amount not-to-exceed $63,160, plus a 10% contingency. Based upon\nfurther needs that were identified during this initial project phase, staff\nrequested a change order proposal from Indigo to provide additional services.\nCalifornia Environmental Quality Act (CEQA) Determination: This item is not a\nproject as defined in Section 15378 of the State CEQA Guidelines, as it has no\nreasonable potential for significantly impacting the environment.\nRecommended Action:\nStaff recommends that the City Council:\n1. Approve Amendment No. 1 to the Professional Services Agreement with\nIndigo Civil Engineering, Incorporated for design and engineering services\nto increase the not-to-exceed amount to $92,160, plus a 10% contingency\nof $9,216; and\n2. Authorize the City Manager to execute Amendment No. 1, approve\nincreasing Purchase Order No. 9370 for the amended agreement to $92,160,\nand approve increasing Purchase Order No. 9371 for the contingency to\n$9,216.
