D. AWARD OF CONTRACT FOR COUNCIL CHAMBER AUDIOVISUAL UPGRADE\n(SENATE BILL 707) – NOT TO EXCEED $117,666\nStaff issued Request for Proposals (RFP 26-03) on March 18, 2026, for the\nupgrade and modernization of the City Council Chamber audiovisual (AV)\nsystem. Based on evaluation criteria, Western Audio Visual & Security was\ndetermined to provide the best overall value to the City. The proposed project\nwill modernize the City’s AV infrastructure to support reliable in-person and\nremote participation and enhance accessibility in alignment with Senate Bill 707\nrequirements.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council award a contract to Western Audio\nVisual & Security for the Council Chamber audiovisual system upgrade in an\namount not to exceed $117,666, which includes a base project cost of\n$93,810.70 and a contingency for voting system integration, if required, and\nauthorize the City Manager to execute the agreement.
