10F. Memorandum of Understanding with the Encinitas Union School District and\nthe San Dieguito Union High School District for the Bicycle/E-Bike Safety\nEducation Program for the 2026-27 School Year. Environmental\nConsiderations: The action being considered by the City Council is exempt\nfrom the California Environmental Quality Act (CEQA) because it is not a\n"project" under Section 15061(b)(3) of the CEQA Guidelines because it can be\nseen with certainty that there is no possibility that the activity in question may\nhave a significant effect on the environment. The action is also exempt from\nCEQA under Section 15378(b)(5) of the CEQA Guidelines because it involves\nan organizational or administrative activity of government that will not result in\nthe direct or indirect physical change in the environment. Contact Person:\nParks, Recreation and Cultural Arts Director Knopp\nRecommended Action: 1) Authorize the City Manager, in coordination with\nthe City Attorney, to execute a Memorandum of Understanding (MOU)\nbetween the City of Encinitas and the Encinitas Union School District (EUSD),\nin substantial form, to fund up to $31,050 for bicycle/e-bike safety education at\nmultiple schools; and 2) Authorize the City Manager, in coordination with the\nCity Attorney, to execute a MOU between the City of Encinitas and the San\nDieguito Union High School District (SDUHSD), in substantial form, to fund up\nto $16,500 for bicycle/e-bike safety education at multiple schools.\n2026-05-20 Item 10F Bike Safety MOU with EUSD and SDUHSD
