10E. Consider various Building Resilient Infrastructure Communities (BRIC),\nConsolidated Rail Infrastructure and Safety Improvements (CRISI), and\nRailroad Crossing Elimination (RCE) Program Grants in order to submit\napplications for certain City projects which qualify for these specific grants.\nEnvironmental Considerations: The action being considered by the City\nCouncil is not subject to the California Environmental Quality Act (CEQA)\nbecause it is not a "project" per Section 15378(b)(5) of the CEQA Guidelines.\nThe action authorizes staff to implement an organizational or administrative\nactivity of government that by itself will not result in a direct or indirect physical\nchange in the environment.
