E. Solid Waste Franchise Agreement Compliance and Performance\nUpdate On August 1, 2023, the City entered into a solid waste\nfranchise agreement with Republic Services to provide residential,\nmulti-family and commercial solid waste, recycling, and related\nservices. During the regular City Council meeting on April 14, 2026,\nthe Council directed staff to present an update on Republic Services’\ncompliance and performance under the franchise agreement, with a\nfocus on bulky item collection, graffiti removal from containers, and\nbus shelter maintenance. At the same time, the City Council also\nrequested that the update include a summary of the findings from the recent Billing Audit Final Report.\nRecommendation: That the City Council receive and file this report.\nStaff Report 6.
