Public Hearing - Status of Vacant Positions Per AB 2561 - Local Public\nEmployees: Vacant Positions California State Assembly Bill (AB) 2561 was\napproved on September 22, 2024, and requires the public agencies to\npresent the status of vacancies, and recruitment and retention efforts\nduring a public hearing at least once per fiscal year before adoption of the annual budget.\nRecommendation: That the City Council take the following actions:\n1. Conduct a Public Hearing, receive public testimony, and receive the\ninformational report on City of Rosemead Vacancies, and\nRecruitment and Retention Efforts Pursuant to Government Code Section 3502.3; and\n2. B. Public Hearing - Adoption of Resolution No. 2026-20 Approving the\nPlacement of a City Charter on the Ballot of The November 3, 2026\nGeneral Election and Calling of a Municipal Election and Consolidating\nthe Charter Measure with the General Election and Additional Direction\nRegarding the Ballot Measure as Provided for Under the Elections Code\nCities in California are either general law cities or charter cities. General\nlaw cities may only adopt and enforce ordinances and regulations that are\nconsistent with the laws of the State of California. In contrast, charter\ncities which are authorized by the California constitution may adopt and\nenforce ordinances and regulations regarding municipal affairs subject\nonly to the limitations contained in the city’s charter. The City of\nRosemead is a general law city. The City Council has been discussing\nconverting to a charter city by placing a city charter on the ballot at the\nNovember 3, 2026 election. The City Council directed that a draft charter\nbe set for public hearing pursuant to State law. As required by State law,\nthe City then conducted two public hearings on the proposed charter on\nMarch 10 and April 21, 2026. After holding a second hearing on the draft\ncharter, the City Council may vote to adopt a motion submitting the\nproposed charter to the City’s voters. The purpose of this meeting is to\nconsider whether to approve Resolution No. 2026-20, placing the\nproposed charter on the ballot at the November 3, 2026, election. If the\nCity Council approves Resolution No. 2026-20, the City would not become\na charter city. Only the City’s voters can authorize a conversion of the City\nfrom a general law to a charter city. A majority of the City’s voters must\napprove the measure for the City to become a charter city.\nRecommendation: The City Council discuss and determine as follows:\n1. Conduct a Public Hearing and receive public testimony.\n2. As it relates to items to include in Resolution No. 2026-20: * Ballot\nLanguage for the Resolution. * If the Council wants to select a\nletter(s) to designate the Ballot measure and if so what the letter(s)\nshould be. * If the Council wants to submit an argument in favor of\nthe measure and potential rebuttal and designate up to two\nCouncilmembers to submit on behalf of the Council as whole or in\npart of the Council. * City Council determine what Ballot Text to include.\n3. Consider whether to adopt Resolution No. 2026-20, placing a\nproposed Charter for the City on the ballot at the November 3, 2026,\nelection for the City’s voters; Call for a municipal election and\nrequest that the Los Angeles County Board of Supervisors\nconsolidate the charter measure with the proposed General Election\non November 3, 2026; entitled: A RESOLUTION OF THE CITY\nCOUNCIL OF THE CITY OF ROSEMEAD, CALIFORNIA, ORDERING\nTHE SUBMISSION TO THE QUALIFIED ELECTORS OF THE CITY A\nMEASURE PROPOSING THE ADOPTION OF A CHARTER AT THE\nGENERAL MUNICIPAL ELECTION TO BE HELD ON TUESDAY,\nNOVEMBER 3, 2026; APPROVING THE BALLOT LANGUAGE FOR\nTHE MEASURE; DIRECTING THE CITY ATTORNEY TO PREPARE AN IMPARTIAL ANALYSIS OF THE PROPOSED CHARTER; PROVIDING\nDIRECTION ON RELATED BALLOT ACTIONS; CALLING OF A\nMUNICIPAL ELECTION AND REQUESTING THAT THE BOARD OF\nSUPERVISORS OF LOS ANGELES COUNTY CONSENT TO THE\nCONSOLIDATION OF THE BALLOT MEASURE WITH THE GENERAL\nMUNICIPAL ELECTION TO BE HELD ON NOVEMBER 3, 2026 PURSUANT TO ELECTIONS CODE SECTION 10403; and

Community Events – Coffee with the Mayor and a Council Member\nOn May 12, 2026, the City Council discussed the Mayor’s proposal to\nestablish a monthly “Coffee with the Mayor and a Council Member”\ncommunity event. Following the discussion, the Council requested\nthat the item be returned for further consideration, including\nconcepts for how the meetings would be conducted.\nRecommendation: That the City Council discuss and provide direction to staff.\nStaff Report B. C. Award of Contract for Janitorial Services at Various City Facilities\nThe City of Rosemead relies on contract services to provide\njanitorial maintenance for its various facilities, including restroom\ncleaning, floor care, trash removal, and periodic deep cleaning. The\nprevious contract with the current vendor expired on March 31, 2026.\nTo maintain uninterrupted service, the City entered into a two?month\ninterim agreement with the same vendor beginning April 1, 2026. To\nsecure a long?term solution for ongoing janitorial services, the City\nissued a Request for Proposals (RFP) on March 30, 2026, inviting\nqualified firms to submit bids by April 20, 2026. After evaluating the\nproposals, Merchant Building Maintenance (MBM) emerged as the\npreferred vendor. City staff recommends that the City Council award\nthe janitorial services contract to MBM and authorize the City\nManager to execute a three?year agreement valued at $867,189.32.\nThe agreement would also include the option for two additional one? year extensions, contingent on satisfactory performance and available funding.\nRecommendation: That the City Council authorize the City Manager to\nexecute an agreement with Merchant for Janitorial Services for Various\nCity Facilities for a three-year term with the option to extend for up to two\n(2) additional one-year periods. D. Award of Contract for Street Sweeping Services The City’s current\nstreet sweeping services agreement is scheduled to expire on June\n30, 2026. To ensure continuity of services, the City released RFP No.\n2026-02 for Street Sweeping Services on March 4, 2026, and received\nfour (4) proposals on March 26, 2026. Following a comprehensive\nreview and evaluation of the proposals received, staff determined\nthat three (3) of the proposals submitted were responsive and\nqualified to meet the City’s operational needs. Accordingly, staff\nrecommends that the City Council authorize the City Manager to execute a three-year Maintenance Services Agreement with Nationwide Environmental Services (NES) for citywide street\nsweeping services in an amount of $535,440.00 commencing July 1,\n2026, through June 30, 2029. The proposed Agreement includes a\nfixed 3% increase annually during the term of the agreement, as well\nas the option to extend the agreement for up to two (2) additional one-year terms, subject to satisfactory performance.\nRecommendation: That the City Council authorize the City Manager to execute a Maintenance Services Agreement with Nationwide\nEnvironmental Services for Street Sweeping Services for an initial threeyear term, effective July 1, 2026, through June 30, 2029, with the option to\nextend the agreement for up to two (2) additional one-year terms. The\ninitial annual cost shall be $535,440.00, with a 3% annual adjustment applied in each subsequent year.\nStaff Report

E. Solid Waste Franchise Agreement Compliance and Performance\nUpdate On August 1, 2023, the City entered into a solid waste\nfranchise agreement with Republic Services to provide residential,\nmulti-family and commercial solid waste, recycling, and related\nservices. During the regular City Council meeting on April 14, 2026,\nthe Council directed staff to present an update on Republic Services’\ncompliance and performance under the franchise agreement, with a\nfocus on bulky item collection, graffiti removal from containers, and\nbus shelter maintenance. At the same time, the City Council also\nrequested that the update include a summary of the findings from the recent Billing Audit Final Report.\nRecommendation: That the City Council receive and file this report.\nStaff Report 6.
