3. Public Hearing to Consider Adoption of the Regional Urban Water Management Plan and City Water Shortage Contingency Plan Recommended Action for the City Council:\nOpen and conduct the Public Hearing, accept evidence and testimony presented, close the hearing and in the\nabsence of evidence and testimony to the contrary, recommend to approve the following:\n— 1. Determine that the proposed activity is not a “project” under the California Environmental Quality Act\n(CEQA), as defined by Public Resources Code Section 21065 and CEQA Guidelines Sections 15060(c)(2), 15060(c)(3), and 15378; and,\n— 2. Adopt Part 1, 2, 3, and 4 of the Regional Urban Water Management Plan, including the City of Glendora (City) Water Shortage Contingency Plan.
