9. 2025-26 OVERLAY AND SLURRY SEAL PROGRAM, OVERLAY C AND\nSLURRY SEAL, PROJECT M0164 - PLANS, SPECIFICATIONS, AND\nCONSTRUCTION CONTRACTS - This item considers awarding construction\ncontracts for the 2025-26 Overlay and Slurry Seal Program - Overlay C and Slurry Seal\nprojects. The annual overlay and slurry seal projects are an integral part of the City of\nSanta Clarita’s pavement management program. Each year, streets are evaluated and\nidentified for needed pavement preservation and rehabilitation treatments.\nCity Council:\n1. Approve the plans and specifications for the 2025-26 Overlay and Slurry Seal Program – Overlay C, Project M0164.\n2. Approve the plans and specifications for the 2025-26 Overlay and Slurry Seal Program – Slurry Seal, Project M0164.\n3. Award the construction contract to Toro Enterprises, Inc., for the 2025-26 Overlay\nand Slurry Seal Program – Overlay C project in the amount of $1,984,334 and\nauthorize a contingency in the amount of $396,867, for a total contract amount not to exceed $2,381,201.\n4. Award the construction contract to Union Pavement Services, Inc., for the 2025-26\nOverlay and Slurry Seal Program – Slurry Seal project in the amount of $448,160 and\nauthorize a contingency in the amount of $89,632, for a total contract amount not to exceed $537,792.\n5. Authorize the City Manager or designee to execute all documents, subject to City Attorney review.
