FISCAL YEAR 2026-27 ANNUAL OPERATING BUDGET AND CAPITAL\nIMPROVEMENT PROGRAM - The proposed Fiscal Year 2026-27 budget was\ndiscussed with the City Council along with the Planning Commission; the Parks,\nRecreation, and Community Services Commission; and the Arts Commission on May 5,\n2026. This item conducts the public hearing for the adoption of the budget.\nCity Council and City Council acting as Successor Agency to the former Redevelopment Agency of the City of Santa Clarita:\n1. Conduct a public hearing on the proposed Fiscal Year 2026-27 Annual Operating Budget and Capital Improvement Program.\n2 Make a finding by minute action that the Fiscal Year 2026-27 Capital Improvement\nProgram is consistent with the City’s General Plan.\n3. Schedule the budget for adoption at the June 9, 2026, City Council meeting.

10. PURCHASE OF INFIELD GROOMER FOR PARKS MAINTENANCE - This item\nconsiders approving the purchase of one infield groomer to support Parks Maintenance operations.\nCity Council:\n1. Approve the purchase of one ABI Force Z-23 infield groomer from California Turf\nEquipment & Supply for a total amount not to exceed $55,301.\ndocuments, subject to City Attorney review.

SANTA CLARITA DODGER DAY TICKET PURCHASE RATIFICATION AND\nONGOING AUTHORITY - This item considers ratification of the purchase of Santa\nClarita Dodger Day tickets for the FY 2025-26 event and ongoing authorization to\npurchase tickets for the event in future fiscal years.\nCity Council:\n1. Ratify payments in the amount of $86,881 to the Los Angeles Dodgers for Santa Clarita Dodger Day tickets.\n2. Authorize the City Manager, or designee, ongoing authority to purchase Santa Clarita\nDodger Day tickets in future fiscal years as necessary to accommodate annual ticket\npricing increases and Santa Clarita Dodger Day program demand.

ANNUAL ADJUSTMENT OF FEES AND AMENDMENTS TO THE FEE\nSCHEDULE - City Council consideration for Fiscal Year 2026-27 staff\nrecommendations on development-related fees and charges, to be increased by the\nDecember year-end Consumer Price Index for the urban consumers of the Los AngelesLong Beach-Anaheim area. The percentage increase, as reported by the United States Department of Labor, is 3.01 percent.\nCity Council:\n1. Conduct the public hearing on the proposed fee adjustments.\n2. Adopt a resolution establishing a schedule of fees and charges for City services.

FISCAL YEAR 2026-27 ANNUAL LEVY OF ASSESSMENTS FOR SPECIAL\nDISTRICTS - This required procedural matter orders, approves, and sets the public\nhearing for the annual levy of the Landscape and Lighting District, Drainage Benefit\nAssessment Areas, Golden Valley Ranch Open Space Maintenance District, and the Tourism Marketing District.\nCity Council:\n1. Adopt resolutions initiating proceedings for the levy and collection of assessments for\nFiscal Year 2026-27 for the Landscape and Lighting District, Drainage Benefit\nAssessment Areas, and the Golden Valley Ranch Open Space Maintenance District.\n2. Adopt resolutions declaring the City's intention to levy assessments, preliminarily\napprove Engineer's Reports for the Special Districts, and set a public hearing for June 9, 2026.\n3. Adopt the annual report for the Tourism Marketing District and a resolution of intent\nto continue a business improvement area in the City of Santa Clarita, designated as\nthe Tourism Marketing District, and set a public hearing for June 9, 2026.

Adopt a resolution initiating proceedings for the levy and collection of assessments\nwithin the Open Space Preservation District for Fiscal Year 2026-27.\n2. Adopt a resolution declaring the City's intention to levy assessments, preliminarily\napprove an Engineer's Report in connection with the Open Space Preservation\nDistrict for Fiscal Year 2026-27, and set a public hearing for June 9, 2026.

RESOLUTION TO INCORPORATE SENATE BILL 1, ROAD REPAIR AND\nACCOUNTABILITY ACT OF 2017, LOCAL STREETS AND ROADS, ROAD MAINTENANCE AND REHABILITATION FUNDS INTO THE CAPITAL\nIMPROVEMENT PROGRAM - Senate Bill 1, Road Repair and Accountability Act of\n2017, Local Streets and Roads, Road Maintenance and Rehabilitation Account funds\nrequires the City of Santa Clarita to identify project(s) using these funds through the\nadoption of a resolution at a regular public meeting.\nCity Council:\nfunded by Senate Bill 1, Road Repair and Accountability Act of 2017, Local Streets\nand Roads, Road Maintenance and Rehabilitation for Fiscal Year 2026-27 into the Capital Improvement Program.\n2. Authorize the City Manager or designee to execute all documents, subject to City Attorney review.

9. 2025-26 OVERLAY AND SLURRY SEAL PROGRAM, OVERLAY C AND\nSLURRY SEAL, PROJECT M0164 - PLANS, SPECIFICATIONS, AND\nCONSTRUCTION CONTRACTS - This item considers awarding construction\ncontracts for the 2025-26 Overlay and Slurry Seal Program - Overlay C and Slurry Seal\nprojects. The annual overlay and slurry seal projects are an integral part of the City of\nSanta Clarita’s pavement management program. Each year, streets are evaluated and\nidentified for needed pavement preservation and rehabilitation treatments.\nCity Council:\n1. Approve the plans and specifications for the 2025-26 Overlay and Slurry Seal Program – Overlay C, Project M0164.\n2. Approve the plans and specifications for the 2025-26 Overlay and Slurry Seal Program – Slurry Seal, Project M0164.\n3. Award the construction contract to Toro Enterprises, Inc., for the 2025-26 Overlay\nand Slurry Seal Program – Overlay C project in the amount of $1,984,334 and\nauthorize a contingency in the amount of $396,867, for a total contract amount not to exceed $2,381,201.\n4. Award the construction contract to Union Pavement Services, Inc., for the 2025-26\nOverlay and Slurry Seal Program – Slurry Seal project in the amount of $448,160 and\nauthorize a contingency in the amount of $89,632, for a total contract amount not to exceed $537,792.\n5. Authorize the City Manager or designee to execute all documents, subject to City Attorney review.
