9.\nAPPROVAL OF SECOND AMENDMENT TO AGREEMENT WITH STAR-DUST INC. FOR YOUTH AND ADULT FIELD TRIP TRANSPORTATION SERVICES\nR\nThat the City Council:\nAuthorize the City Manager, or his designee, to execute Amendment No. 2, and extension of the Professional Services Agreement with Star-Dust Tours, Inc., dba The Bus, extending the term for an additional one-year period through June 30, 2027, in the amount of $193,440.\n10 .\nAPPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH CANNON CORPORATION FOR DESIGN OF UTILITIES YARD STRUCTURAL RETROFIT AND BUILDING RENOVATION\nThat the City Council:\n1. Approve a professional services agreement with Cannon Corporation in the amount of $100,900 for the design of the Utilities Yard Structural Retrofit and Building Renovation;\n2. Authorize the Mayor to execute the agreement; and,\n3. Authorize the City Manager to execute any and all amendments to the agreeme deemed necessary.\n11.\nADOPTION OF RESOLUTION APPROVING THE LIST OF PROJECTS IN THE PROPOSED FISCAL YEAR (FY) 2026-2027 CAPITAL IMPROVEMENT PROGRAM (CIP) TO BE FUNDED BY SENATE BILL 1 (SB1), THE ROAD REPAIR AND ACCOUNTABILITY ACT\nThat the City Council:\nAdopt Resolution No. 26-8351, approving the list of projects in the proposed Fiscal Yea 2026-2027 Capital Improvement Program to be funded by Senate Bill 1: The Road Repair and Accountability Act of 2017.\n12.\nADOPTION OF RESOLUTION ORDERING PREPARATION OF ENGINEER'S REPORT FOR RENEWAL OF LANDSCAPING AND STREET LIGHTING ASSESSMENT DISTRICT NO. 121 FOR THE FISCAL YEAR 2026-2027\nThat the City Council:\nAdopt Resolution No. 26-8352, ordering preparation of the Engineer's Report in accordance with Article 4 of Chapter 1 of the "Landscaping and Lighting Act of 1972" (Streets & Highways Code Section 22500, et, seq.), being Division 15, Part 2 of the Streets and Highways Code of the State of California for the maintenance, operation, and servicing of street and public facility landscaping, lighting, traffic signals, and appurtenant work in the City of Downey for the Fiscal Year commencing July 1, 2026 and ending June 30, 2027.\n13. ADOPTION OF RESOLUTION AUTHORIZING THE CITY OF DOWNEY TO WITHDRAW FROM THE INDEPENDENT CITIES RISK MANAGEMENT AUTHORITY\nThat the City Council:\nAdopt Resolution No. 26-8353, authorizing the City to provide notice of the City's intent to withdraw from the Independent Cities Risk Management Authority.\n14. ADOPTION OF RESOLUTIONS PERTAINING TO THE NOVEMBER 3, 2026 GENERAL MUNICIPAL ELECTION FOR COUNCIL DISTRICTS 2 AND 4\nThat the City Council:\n1. Adopt Resolution No. 26-8354, calling for the holding of a General Municipal Election to be held on Tuesday, November 3, 2026 for the Election of Certain Officers as required by the provisions of the City of Downey Charter;\n2. Adopt Resolution No. 26-8355, requesting the Board of Supervisors of the County of Los Angeles to consolidate the City's General Municipal Election to be held on Tuesday November 3, 2026, with the Statewide General Election to be held on the same date pursuant to Section 10403 of the California Elections Code; and,\n3. Adopt Resolution No. 26-8356, adopting regulations for candidates for elective pertaining to Candidates' Statements submitted to the voters at a General Municipal Election to be held on Tuesday, November 3, 2026.\n15.\nADOPTION OF A RESOLUTION APPROVING APPOINTMENT TO THE PUBLIC WORKS COMMITTEE FOR COUNCIL DISTRICT 5\nThat the City Council:\nAdopt Resolution No. 26-8357, approving the appointment of Primavera Banuelos to the Public Works Committee for Council District 5.\n16.\nSECOND READING AND ADOPTION OF ORDINANCE GRANTING A FRANCHISE AGREEMENT RENEWAL WITH TESORO SOCAL PIPELINE COMPANY LLC\nThat the City Council:\nAdopt Ordinance No. 26-1542, granting a renewal of an Oil Pipeline Franchise Agreement to Tesoro Socal Pipeline Company LLC.\n17.\nFISCAL YEAR 2025-2026 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG)\nThat the City Council:\n1. Receive notice that the Downey Police Department has applied for the Fiscal Year 2025-2026 Edward Byrne Memorial Justice Assistance Grant (JAG); and,\n2. Increase the Fiscal Year 2026-2027 Budget by $30,681 to account for these revenue and accompanying expenses, if awarded.
