ADOPTION OF RESOLUTION APPROVING A POLICY REGARDING DISRUP OF TELEPHONIC OR INTERNET SERVICE DURING CITY COUNCIL MEETINGS AND RELATED ACTIONS AND UPDATES TO THE BROWN ACT UNDER SB 707\nThat the City Council:\n1. Adopt Resolution No. 26-8358, approving a Policy Regarding Disruption of Telephonic or Internet Service during City Council meetings; and,\n2. Designate Town Voice, a two-way audiovisual platform, as the means for remote public participation at City Council meetings occurring after July 1, 2026.\n19.\nRESOLUTIONS AMENDING THE CITY OF DOWNEY CODE OF ETHICS AND CONDUCT FOR MEMBERS OF THE DOWNEY CITY COUNCIL AND CITY COMMISSIONS, COMMITTEES, AND BOARDS\nThat the City Council:\n1. Adopt Resolution No. 26-8359, Amending the City of Downey Code of Ethics and Conduct for Members of the Downey City Council; and,\n2. Adopt Resolution No. 26-8360, Amending the City of Downey Code of Ethics and Conduct for Members of City Commissions, Committees, and Boards.\nThis is a City Council-initiated action that is entirely within the City Council's discretion and is therefore not accompanied by any staff recommendation.

5.\nAPPROVAL OF CONSTRUCTION CONTRACT FOR BELLFLOWER BLVD. WATER SYSTEM IMPROVEMENTS, CAPITAL IMPROVEMENT PROJECT (CIP) NO. 18-10\nThat the City Council:\n1. Award a contract to All Cities Engineering, Inc. in the amount of $2,433,669, for the construction of Bellflower Blvd. Water System Improvements, CIP No. 18-10;\n2. Approve the transfers of $150,000, $500,000, and $250,000 from Water Fund, CIP Account Nos. 51-1-8665, 51-1-8689, and 51-1-8695 to Water Fund, CIP Account No. 51-1-8680; and,\n3. Authorize the City Manager, or his designee, to execute any change orders or additional scope of work for this project deemed necessary or desirable up to the approved project budget of $3,150,000.

6.\nAPPROVAL OF A CONSTRUCTION CONTRACT WITH BERNARDS BROS. INC. FOR THE INSPIRATION SHUTTLE EXHIBIT AND EDUCATION BUILDING, CAPITAL IMPROVEMENT PROJECT NO. 21-18\nThat the City Council:\n1. Award a construction contract to Bernards Bros. Inc. (Bernards) in the amount of $17,957,000; and,\n2. Authorize the City Manager, or his designee, to execute the Construction Contract with Bernards in the amount of $17,957,000, including up to a 10% contingency, 1 non-substantive extensions, change orders, purchase orders, and amendments urt the authorized budget amount of $21,951,700.

7.\nAPPROVAL TO PURCHASE ADDITIONAL 700TB OF DATA STORAGE FOR CITYWIDE OPERATIONS\nThat the City Council:\n1. Approve the purchase of 700TB of storage from Stonefly for a total cost of $48,509, and annual maintenance costs after April 2027 estimated at $14,000 to $16,000 per year; and,\n2. Authorize the City Manager to execute all necessary purchase documents, including any non-substantive amendments.

8.\nAMENDMENT NO. 2 TO AGREEMENT WITH THE CALIFORNIA GOVERNOR'S OFFICE OF EMERGENCY SERVICES FOR REGIONAL TASK FORCE RESPONSE TRAINING AND EXERCISE\nThat the City Council:\n1. Authorize the City Manager, or his designee, to execute Amendment No. 2 to Agreement A231012253 with the State of California Department of General Services in the amount of $324,450 including any subrecipient agreements necessary for the equitable distribution of the funds to participating agencies in Regional Task Force-2 training and operations; and,\n2. Authorize the City Manager, or his designee, to execute any future amendments to Agreement A231012253 related to the term or budgeted amount.

9.\nAPPROVAL OF SECOND AMENDMENT TO AGREEMENT WITH STAR-DUST INC. FOR YOUTH AND ADULT FIELD TRIP TRANSPORTATION SERVICES\nR\nThat the City Council:\nAuthorize the City Manager, or his designee, to execute Amendment No. 2, and extension of the Professional Services Agreement with Star-Dust Tours, Inc., dba The Bus, extending the term for an additional one-year period through June 30, 2027, in the amount of $193,440.\n10 .\nAPPROVAL OF A PROFESSIONAL SERVICES AGREEMENT WITH CANNON CORPORATION FOR DESIGN OF UTILITIES YARD STRUCTURAL RETROFIT AND BUILDING RENOVATION\nThat the City Council:\n1. Approve a professional services agreement with Cannon Corporation in the amount of $100,900 for the design of the Utilities Yard Structural Retrofit and Building Renovation;\n2. Authorize the Mayor to execute the agreement; and,\n3. Authorize the City Manager to execute any and all amendments to the agreeme deemed necessary.\n11.\nADOPTION OF RESOLUTION APPROVING THE LIST OF PROJECTS IN THE PROPOSED FISCAL YEAR (FY) 2026-2027 CAPITAL IMPROVEMENT PROGRAM (CIP) TO BE FUNDED BY SENATE BILL 1 (SB1), THE ROAD REPAIR AND ACCOUNTABILITY ACT\nThat the City Council:\nAdopt Resolution No. 26-8351, approving the list of projects in the proposed Fiscal Yea 2026-2027 Capital Improvement Program to be funded by Senate Bill 1: The Road Repair and Accountability Act of 2017.\n12.\nADOPTION OF RESOLUTION ORDERING PREPARATION OF ENGINEER'S REPORT FOR RENEWAL OF LANDSCAPING AND STREET LIGHTING ASSESSMENT DISTRICT NO. 121 FOR THE FISCAL YEAR 2026-2027\nThat the City Council:\nAdopt Resolution No. 26-8352, ordering preparation of the Engineer's Report in accordance with Article 4 of Chapter 1 of the "Landscaping and Lighting Act of 1972" (Streets & Highways Code Section 22500, et, seq.), being Division 15, Part 2 of the Streets and Highways Code of the State of California for the maintenance, operation, and servicing of street and public facility landscaping, lighting, traffic signals, and appurtenant work in the City of Downey for the Fiscal Year commencing July 1, 2026 and ending June 30, 2027.\n13. ADOPTION OF RESOLUTIONS PERTAINING TO THE NOVEMBER 3, 2026 GENERAL MUNICIPAL ELECTION FOR COUNCIL DISTRICTS 2 AND 4\nThat the City Council:\n1. Adopt Resolution No. 26-8354, calling for the holding of a General Municipal Election to be held on Tuesday, November 3, 2026 for the Election of Certain Officers as required by the provisions of the City of Downey Charter;\n2. Adopt Resolution No. 26-8355, requesting the Board of Supervisors of the County of Los Angeles to consolidate the City's General Municipal Election to be held on Tuesday November 3, 2026, with the Statewide General Election to be held on the same date pursuant to Section 10403 of the California Elections Code; and,\n3. Adopt Resolution No. 26-8356, adopting regulations for candidates for elective pertaining to Candidates' Statements submitted to the voters at a General Municipal Election to be held on Tuesday, November 3, 2026.\n15.\nADOPTION OF A RESOLUTION APPROVING APPOINTMENT TO THE PUBLIC WORKS COMMITTEE FOR COUNCIL DISTRICT 5\nThat the City Council:\nAdopt Resolution No. 26-8357, approving the appointment of Primavera Banuelos to the Public Works Committee for Council District 5.\n16.\nSECOND READING AND ADOPTION OF ORDINANCE GRANTING A FRANCHISE AGREEMENT RENEWAL WITH TESORO SOCAL PIPELINE COMPANY LLC\nThat the City Council:\nAdopt Ordinance No. 26-1542, granting a renewal of an Oil Pipeline Franchise Agreement to Tesoro Socal Pipeline Company LLC.\n17.\nFISCAL YEAR 2025-2026 EDWARD BYRNE MEMORIAL JUSTICE ASSISTANCE GRANT (JAG)\nThat the City Council:\n1. Receive notice that the Downey Police Department has applied for the Fiscal Year 2025-2026 Edward Byrne Memorial Justice Assistance Grant (JAG); and,\n2. Increase the Fiscal Year 2026-2027 Budget by $30,681 to account for these revenue and accompanying expenses, if awarded.
