Third Amendment to the Consultant Agreement for Construction Administration and Construction\nObservation services ("Third Amendment") between the City of Hawthorne ("City") and C&S Engineers, Inc. ("Consultant").\nStaff recommends that the City Council approve this Third Amendment and authorize the City\nManager to execute the Third Amendment to the Consultant Agreement, conditional on receiving\nconcurrence from the FAA to award the contract to the lowest and responsible bidder and\nconditional on receiving a FAA grant to fund the project.
