E. SECOND READING AND ADOPTION OF ORDINANCE NO. 730 AMENDING\nTHE SAN GABRIEL MUNICIPAL CODE RELATED TO DOG LICENSING WITH\nTHE SAN GABRIEL VALLEY HUMANE SOCIETY\nOrdinance No. 730 would amend the City’s Municipal Code provisions related\nto dog licensing to improve efficiency, enhance compliance, and better align\nwith current animal services practices. Specifically, the ordinance replaces the\nCity’s existing July 1 fixed license renewal cycle with a rolling expiration system\nbased on the date of license issuance. At the May 19, 2026, City Council\nmeeting, the City Council introduced Ordinance No. 730 and conducted the\nfirst reading. The ordinance is now presented for second reading and adoption.\nCalifornia Environmental Quality Act (CEQA) Determination: Not a Project as\ndefined in Section 15378 of the State CEQA Guidelines.\nRecommended Action:\nStaff recommends that the City Council conduct the second reading by title\nonly and adopt Ordinance No. 730 amending the San Gabriel Municipal Code\nto modernize the City’s dog licensing program by transitioning from a fixed\nannual renewal cycle to a rolling, date-based licensing structure.
